Pre-Solicitation Notice:W912DR23Q0018 Technical Support and Maintenance Services for: Laboratory Instrumentation & Equipment �The Washington Aqueduct (WA), a division of the Baltimore District United States Army Corps of Engineers, produces drinking water for over one million citizens living, working, and visiting in the District of Columbia, Arlington County, Virginia, and the City of Falls Church, Virginia, and its service area. �WA has the responsibility to provide safe, reliable, cost-effective drinking water 24 hours a day, seven days a week.� The Aqueduct is a federally-owned and operated public water supply agency that produces an average of 180 million gallons of water per day at two treatment plants located in the District of Columbia. All funding for operations, maintenance, and capital improvements comes from revenue generated by selling drinking water to the three jurisdictions. The Washington Aqueduct (WA) is a critical infrastructure that operates two water treatment plants (WTPs), the Dalecarlia WTP and the McMillan WTP.� Located at the Dalecarlia WTP is the WA Laboratory.� The primary mission of the WA Laboratory is to provide quality analytical support services to the Washington Aqueduct and its wholesale customers in order to ensure the safety and quality of the drinking water.� As a service, the WA Laboratory performs legally-required drinking water compliance testing in accordance with local, state, and federal statutes.� Extensive testing includes various chemical, biological, radiological, and other required parameters.� The Washington Aqueduct Laboratory routinely analyzes process control, customer compliance, and research water samples.� Occasionally, emergency water sample testing is required.� In accordance with its mission, the Washington Aqueduct Laboratory is required to maintain a continuous state of readiness for water sample analysis. Water sample testing is performed using technically-advanced instrumentation, software, and equipment, such as, various types of chromatography, spectrometers, detectors, meters, analyzers, autosamplers, microscopes, autoclaves, water purification systems, uninterruptible power supplies, and glassware washers. It is essential that the laboratory�s instruments and equipment are properly maintained and quickly repaired to ensure accuracy, reliability, and optimization during sample analysis. The contractor shall independently provide support services to satisfy the overall operational objectives of the Washington Aqueduct.� The primary objective is to provide contractor services and deliverables through performance of technical support.� The services rendered shall be for the contractor to provide on-call and on-site assistance in areas pertaining to the operation, software support (where applicable), troubleshooting, and maintenance of laboratory instrumentation and equipment.� These services are needed to ensure continuous software upgrades and technical service support. Teledyne Tekmar TOC System:�The �Teledyne Tekmar TOC System� is defined as the following instrumentation and equipment: Teledyne Tekmar Fusion UV/Persulfate TOC Analyzer including: Autosampler, UV Oxidation Reactor, Halogen Scrubber, Non-Dispersive Infrared (NDIR) Detector, Moisture Control System, Mass Flow Controller, software, and computer workstation. Agilent GCMS System:�The �Agilent GCMS System� is defined as the following instrumentation and equipment: Agilent 7890A Gas Chromatograph, Agilent 5975C Quadrupole Mass Spectrometer, CTC Analytics CombiPAL Autosampler, Agilent Ion Gauge, Agilent MSD Dry Scroll Vacuum Pump, software, and computer workstation. Thermo GCMS System:�The �Thermo GCMS System� is defined as the following instrumentation and equipment: Thermo Fisher 1310 Gas Chromatograph, Thermo Fisher ISQ 7000 Mass Spectrometer, ESI Centurian Autosampler, ESI Evolution Concentrator, Edwards nXDS10i Scroll Pump, software, and computer workstation. This system will be phased into the contract once the manufacturer�s warranty expires. Thermo GC-MS/MS System:�The �Thermo GC-MS/MS System� is defined as the following instrumentation and equipment: Thermo Fisher 1310 Gas Chromatograph, Thermo Fisher TSQ 9000 Triple Quadrupole Gas Chromatograph Mass Spectrometer Mass Spectrometer, Thermo Fisher TriPlus Autosampler, Edwards nXDS10i Scroll Pump, software, and computer workstation.� This system will be phased into the contract once the manufacturer�s warranty expires. Thermo Fisher Dionex ICS6000 Systems (#1 & #2):�The �Thermo Fisher Dionex ICS6000 System� is defined as the following instrumentation and equipment: Thermo Fisher Dionex ICS6000 Ion Detector/Chromatography Module, Thermo Fisher Dionex AS-AP Autosampler, Eluent Generator, Dual Pump, TSQ Quantis Triple Quadrupole Mass Spectrometer, Thermo Fisher Dionex AXP-MS Auxiliary Pumps, Peak Scientific Genius XE35 Nitrogen Generator, software, and computer workstation.� Please note, a second�Thermo Fisher Dionex ICS6000 System�is scheduled to be delivered to the laboratory and includes the following instrument and equipment: Thermo Fisher ICS6000 Ion Detector/Chromatography Module, Thermo Fisher AS-AP Autosampler, Eluent Generator, Dual Pump, software, and computer workstation.� This system will be phased into the contract once the manufacturer�s warranty expires. Thermo Scientific ICPMS System:�The �Thermo Scientific ICPMS System� is scheduled to be delivered to the laboratory and includes the following instrument and equipment: Thermo Scientific iCAP RQ Quadrupole (C1) with iMR Inductively Coupled Plasma Mass Spectrometer with 1 QCell MFC, Thermo Scientific SC-4 DX Fast Autosampler, Thermo Scientific ThermoFlex 2500 Air Cooled Chiller, vacuum pump, software, and computer workstation.� This system will replace the older Thermo Scientific ICPMS System once the manufacturer�s warranty expires. Thermo Fisher AA � Flame and Furnace System:�The �Thermo Fisher AA � Flame and Furnace System� is defined as the following instrumentation and equipment: Thermo Fisher AA � iCE 3000 Series Flame and GF35Z Zeeman Furnace, Thermo Scientific ThermoFlex 900 Water Chiller, CETAC ASX560 Autosampler, software, and computer workstation.� This system will be phased into the contract once the manufacturer�s warranty expires. Malvern Panalytical Nano ZS90 Zetasizer:�The �Malvern Panalytical Nano ZS90 Zetasizer� consists of the following instrumentation: Malvern Zetasizer Nano ZS90. Modern Water Microtox Analyzer:�The �Modern Water Microtox Analyzer� consists of the following instrumentation: Modern Water Microtox LX and tablet workstation. Zeiss Axio Imager:�The �Zeiss Axio Imager� consists of the following instrumentation and equipment: Zeiss Axio Imager A2 upright research microscope, Excelitas Technologies X-cite Series 120 Q fluorescence lamp illuminator, Axio Cam 305 color camera, and computer workstation. UPS Systems:�The �UPS Systems� is defined as the following equipment: (2) GE SG-30kva UPS systems & 80 sealed batteries. The work will be performed for the United States Army Corps of Engineers (USACE) within the boundaries of the Baltimore District with the primary work performed at Washington Aqueduct, Washington, District of Columbia.
