Franklin Contracting Officer Q&A RFP 36C24923R0106 Is there an incumbent contractor or contractors currently providing these services?   Yes If so, please provide the incumbent contractor(s) company names and contract number(s).  36C24922P0396 with BTL Technologies, Inc. Is the incumbent contractor eligible to re-bid?  We do not have that information. May offerors submit multiple task orders under a single IDIQ contract as a single Past Performance/Experience citation for the purposes of evaluation?  Multiple orders under a single contract should be reported as a single contract for past performance May offerors submit previously completed PPQs from other proposals in lieu of new PPQs for the purposes of evaluation on this Solicitation?  PPQs should come directly from the reference provider and not the offeror. Can the NAICS code be changed to 561320 for temp staff?  No Since it is impossible to guarantee a candidate now for a position in Sept can the vendors just provide with a sample of candidates?  We do not prefer sample candidates.  Sample candidate information would be submitted as part of past performance experience information. In regard to the statement in the Solicitation that this effort is contingent upon the Government hiring full-time Radiology personnel, does the Government anticipate a need for the contract after those positions are filled? Or would the Government cancel the contract upon filling those positions?  The Government would not cancel the contract rather would reduce quantities based on hiring success.  Notice would be provided in a timely fashion IF the medical center is able to hire. 3. Under 1.2. Place of Performance: Contractor shall furnish services at the Memphis VA Medical Center, 1030 Jefferson Ave, Memphis, TN, 38104. Can the government please provide clarification if the technicians will be required to work at different locations since there is a Sub-Line Item (SLIN) Number 0007 Travel and Lodging? Or can that SLIN be use for the PRN ( As need )/Temporary technicians when filling in for vacancies?    Work is to be performed at the VA Medical Center.  Travel and lodging are lines to be used if candidates must travel in from another location to work under this contract.  You are free to add additional SLINs as you feel appropriate. 4. Under 2.8.3.       The Contractor shall be responsible for providing coverage to the VA during periods of vacancies of the Contractor s personnel due to sick leave, personal leave, vacations and additional coverage as required. In the event a scheduled technologist is unable to complete an assigned shift, the contractor shall provide replacement technologist coverage within 2 hours and notify the Contracting Office Representative (COR) at the Memphis VAMC immediately of the schedule change. Can we get clarification to determine if the contract needs to have a pool of PRN ( As need )/Temporary technicians to be available to report within a 2 hour window?    The desire is to have a back-up candidate for each position. 5. Under 1.1, General, the Ultrasound Technologist, MRI and X-Ray tech positions require to be on-call. However, in the pricing table there is only one SLIN for Overtime Hours and one Call Back Hours. Since the rates are different for each labor category, will the government consider creating 3 individual for each SLINs?   This was an oversight.  We will publish a revised price schedule with the amendment answering these questions. The price schedule contained an error in that it was not separated by position for pricing of call, call-back, overtime, etc. The price schedule has been amended as follows: Remove and replace Section B.2 Schedule of Services with the following amended paragraph B.2 Schedule of Services: B.2 SCHEDULE OF SERVICES The Contractor shall furnish all personnel to provide services necessary to perform onsite Diagnostic Radiologic Technologist Services to eligible beneficiaries of the Department of Veterans Affairs Medical Center, Memphis (hereinafter referred to as VAMC Memphis). All VA Radiology Diagnostic Imaging Services are accredited by the American Registry for Diagnostic Medical Sonography (ARDMS) and the American Registry of Radiologic Technologists (ARRT). As such any Contractor providing onsite radiology diagnostic imaging services must adhere to the guidelines and standards of the American Registry for Diagnostic Medical Sonography ARDMS | American Registry for Diagnostic Medical Sonography for Ultrasound Technologists and the guidelines and standards of the American Registry of Radiologic Technologists https://www.arrt.org for MRI, CT and General X-Ray Technologists. Pricing Instructions: The offeror is instructed to edit the number of Sub-Line Item Numbers (SLIN) to correspond with the number of key personnel submitted for the LIN. Affiliate Offerors shall include the title of the personnel submitted. Other commercial health care Offerors shall identify by title/position or level of experience the key personnel submitted.
