- Effective Date: 02/01/2022 Page 14 of 14 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08 (effective 10/28/2022). This solicitation is set-aside for Small Businesses. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. The FSC/PSC is 6640, Laboratory Equipment and Supplies. Requirement The Clement J. Zablocki VA Medical Center (VAMC), Pathology and Laboratory Management located at 5000 W National Ave., Milwaukee, WI 53295-1000 is seeking to purchase Olympus BX46 Light Microscope (BRAND NAME OR EQUAL). The Olympus BX46 Light Microscope includes the following features: LED lamp illuminator, nosepiece focusing mechanism, 6-position manual revolving nosepiece, manual stage controls and slide holder, manual swing-out condenser, tilting dual observation attachment for front-to-back viewing with built-in LED pointer, objectives 2x,4x,10x,40x,60x,100x manufactured by Olympus Scientific Solutions. The Olympus BX46 Light Microscope is being purchased for pathology diagnosis of patient surgical and cytology slides of tissues and fluid specimens. The Government intends to award a firm fixed-price purchase order to the quoter offering the lowest prices technically acceptable quote. Unless the offeror clearly indicates in its offer that the product being offered is an ""equal"" product, the offeror shall provide the brand name product referenced in the solicitation.
