Description
This is a Source Sought Notice Only- The 523rd and 524th Electronics Maintenance Squadron at Hill Air Force Base, Utah requires specialized maintenance and support on two (2) each of the Aeroflex 5800 Series Test Systems, their associated Interface Test Adapters (ITA�s), scheduled calibrations for two (2) 5820 Automated Test Equipment (ATE) Subsystems (located within the Aeroflex), and ADICTS tester and its associated ITAs. This requirement is not currently anticipated to be solicited on a small bussiness set-aside basis, given correspondence with the Original Equipment Manufacturer. However, a set aside will be contemplated,�provided 2 or more qualified small business respond to this sources sought synopsis with information sufficient to support a a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. Small business vendors, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service- Disabled Veteran- Owned, Women- Owned Small Business concerns), are encouraged to identify their capabilities in meeting the requirement at a fair market price. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP). This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued.�It is the responsibility of potential offers to monitor the Government wide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code is: 811210, Electronic and precision equipment repair and maintenance. Size Standard: $22.5M. This requirement is to provide on-call technical telephone/email support, logistics, preventative/on-site maintenance, and calibration to include: Test; Measurement; and Diagnostic Equipment (TMDE) assistance, as well as software support for two (2) each of the Aeroflex 5800 Series Test Systems, their associated Interface Test Adapters (ITA�s), scheduled calibrations for two (2) 5820 Automated Test Equipment (ATE) Subsystems (located within the Aeroflex), and ADICTS tester and its associated ITAs in support of the 523/524 EMXS. NOTE: From this point forward, the Aeroflex 5800 Series Test Systems will be referred to as �Aeroflex Testers.� Likewise, the Aeroflex 5820 ATE Subsystems will be referred to as the �Aeroflex 5820s.� The Contractor shall provide personnel, sustainment engineering, the repair of spare parts, equipment, tools, materials, and other items necessary to complete technical telephone/email support, logistics, preventative/on-site maintenance, and all calibration services required within the scope of this PWS. After repairs are completed, the Contractor shall ensure the affected Aeroflex Testers and/or their associated ITA�s are fully functional using verification testing and Acceptance Test Procedures (ATP). The Contractor shall ensure the ADICTS tester having maintenance performed on it is fully functional, to the maximum extent possible dependent upon the availability of parts, using verification testing and ATP prior to departure. The contractor shall comply with this PWS in its entirety. BASIC SERVICES: The Contractor shall provide the Government all parts, labor, materials, software and hardware, along with on-call technical telephone/email assistance and on-site repair services for the Aeroflex Testers, Aeroflex 5820s, ADICTS tester and their ITA�s. The Contractor shall provide technical assistance by telephone, e-mail, or on-site to provide troubleshooting, diagnostics, maintenance, and repair of problems when found with the suspect Aeroflex Tester, Aeroflex 5820, ADICTS tester, and their associated ITAs, support equipment, parts, and/or software. The contractor shall provide the required services in accordance with (IAW) applicable guidance/regulations and/or manufacturer�s maintenance manuals.
