- The Government will host a Shipboard Rated 4.5K Narrow Aisle Reach Forklift Truck Industry Day on April 25, 2023 from 0800-1600 at Picatinny. The Shipboard Rated 4.5K Narrow Aisle Reach Forklift Truck is used for ammunition handling aboard the following ship classes: -- CVN - Nuclear-powered Aircraft Carrier -- LHA - Landing Helicopter Amphibious Assault Ship -- LHD - Landing Helicopter Dock Amphibious Assault Ship -- LPD - Landing Platform Dock Amphibious Transport Ship -- LPD - Landing Dock Amphibious Warship The purpose of this industry day is to improve the Government�s and Industry�s understanding of the 4.5K Narrow Aisle Reach Forklift Truck requirement by observing and demonstrate various Commercial off the Shelf (COTS) 4.5K Narrow Aisle Reach Forklift Trucks. The specifications and capabilities the Government is interested in discussing include (but are not limited to) the following items: -- Wheel base designation -- Rated capacity at 24 in. load Center -- Power type - Electric -- Stand-up operator position -- Tire Composition and available options-(load/caster/drive) -- Number and size of load and drive wheels -- Mast type for a maximum lift height of 68 in. to top of forks -- Mast height extended and collapsed -- Free lift height -- Lift and lowering Speeds (loaded/unloaded) -- Pantograph reach capabilities (speed and extension) -- Truck weight -- Wheel loading -- Standard Fork size (40 in x 3.5 in x 1.5 in desired) -- Forks (optional lengths) -- Aisle width - zero clearance - right angle stack -- Stability - comply with ANSI -- Travel speed -- Overall length and Wheelbase -- Overall width (42in desired) -- Suspension -- Brakes, service/parking (design, control and operation) -- Battery type (AGM desired, lithium is unacceptable) -- Battery Weight/Max Amps -- Types of motors, rating, and controls A testing laboratory will be made available for industry partners interested in demonstrating the capabilities of their equipment. Industry day participants are not required to bring demonstration models or participate in any or all of the tests. All participation is voluntary and industry partners are responsible for performing all demonstrations. The specific demonstrations that can be performed during this industry day are shown below. The Government may consider other means of reviewing demonstrations such as test reports, videos, or online presentations. List of Tests 1. Stability 2. Slope Ascension 3. Parking brake (hold on slope w/ rated load) 4. Service Brake (although commercial truck will only have one drive wheel/brake) a. Stopping distance 5. Battery removal/installation 6. Shipboard ramp traverse 7. Ergonomics of controls (does not require 3 hands to operate) 8. Tire and/or Deck loading 9. Speeds a. Travel speed b. Lifting and lowering speeds 10. Turning Radius Industry partners are responsible for transporting, storing and packaging (and any associated costs) of any trucks used in this industry day. The Government shall not be liable for the loss of or damage to the Property, to include wear and tear to the Property that is occasioned by its use at the Industry Day, and all Industry Day Participants shall hold the Government harmless from any such loss or damage to the Property. All participation in demonstration is voluntary and performed by a qualified industry partner. As such, the Government is not liable for any injury resulting from the use or misuse of equipment used participation in these demonstrations. Industry Day Registration To attend this Industry Day, attendees must register ahead of time with the Primary and Secondary Points of Contact listed on this message. Upon receipt of the registration request, you will be provided information to obtain base access for the Industry Day. Along with your registration request please indicate your interest in participating in any or all of the equipment demonstrations and you interest in participating in a sidebar meeting. Sidebar meetings will be held immediately after the event through the afternoon as may be required based on level of interest. Both Registration and Sidebar Requests must be completed by Response Date of this announcement. Failure to meet these deadlines may preclude entry to the Industry Day or scheduling of the sidebar meeting. More than one Request for Proposals or Request for Quotations may be generated depending on the results of this sources sought notice. The Government�s method of negotiation will be indicated in future solicitations and, if appropriate, supported through Justifications and Approvals (J and As) in accordance with 10 U.S.C 2304 and published to SAM in accordance with 15 U.S.C. 637(e)) and 41 U.S.C. 1708. All responsible sources may identify their interest and provide capability statements, considerations for contract types, considerations of specific terms and conditions, or other information that may be useful in creating the resulting solicitation(s). This notice of intent is not a request for competitive proposals; however, all responses received prior to the closing date of this sources sought notice will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
