- SOURCES SOUGHT NOTICE: W912EP23Z0022 Hurricane Ian Temporary Housing � Rapid Disaster Infrastructure for Manufactured Housing Units in Charlotte and Lee Counties, Florida This is announcement constitutes a Source Sought Synopsis. This announcement seeks information from industry and will only be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR BIDS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of the evaluation. The Jacksonville District of the U.S. Army Corps of Engineers in conjunction with the Federal Emergency Management Agency (FEMA), is seeking interest from prospective bidders for award of the aforementioned project. The purpose of this synopsis is to gauge of interest, capabilities and qualifications of members of the Construction Community.� No reimbursement will be made for any costs associated with providing information in response to said synopsis or any follow-up information requested. The proposed project will be a Firm Fixed Price (FFP), stand-alone contract(s) using Pre-Qualified Sealed Bidding procedures. NOTE: In Accordance With (IAW) the Stafford Act, firms located within the Hurricane Ian Presidential Disaster Declaration may be given award preference. Description of Work: The work associated with the subject requirement is inclusive of, but not limited to furnishing all materials, equipment, labor, layouts of work features, and supervision needed to construct a temporary emergency group site consisting of approximately 441 Manufactured Housing Units (MHU�s) located in various sites across Charlotte and Lee Counties, Florida. Each site shall be developed to operational status so that MHU�s may be placed on compacted soil/gravel.� Utilities shall be overhead or installed in utility corridors enclosed by temporary fencing. Work shall include fencing, drainage system, potable water lines, sewer lines, permanent perimeter fencing, overhead electrical wiring, site lighting and power pedestals.� An 8ft x 8ft guard station with electrical, heating, and air conditioning is required near the entrance and shall have 3 parking spaces with �Security and Law Enforcement� signage.� This work shall not include haul and install of MHU�s.� Contractor is required to secure appropriate building permits.� Minimal ground disturbance is required.� Remove wood chips/organic debris (approximately 640-CY) and approximately 1.7 acres of trees.� Trees will be cut and grind 2-in below surface.� Remove all tree debris. To perform the requisite work, the contractor shall provide sufficient resources, to include but not be limited by, experienced personnel and needed materials, supplies, equipment, controls and instruments, and subcontractors to perform this work in accordance with the requirements described herein.� The contractor shall develop project teams with sufficient expertise and experience to perform the work under the task order and as managed by the Special Projects Program, meet contract suspense dates, and maintain cost expectations throughout.� All work shall be performed in accordance with applicable federal, state, and local requirements.� The project will have an estimated period of performance of 60 calendar days after issuance of Notice to Proceed (NTP). �NTP may be issued 24 hours after award. The stated time is for completion of construction at each project site. The Estimated Magnitude of construction for each site will range from: (a) $500,000 - $1,000,000, (b) $5,000,000 - $10,000,000 or (c) $10,000,000 and $25,000,000; depending upon the number of MHUs required at the site. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 236220 � Commercial and Institutional Building Construction. The Small Business Size Standard for this project is $39.5 million. The Jacksonville District anticipates issuing the first solicitation on or about March 15, 2023 and the anticipated response date is on or about March 17, 2023; however, a solicitation may be issued on an expedited basis, with as little as a 24�48 hour response time. The official Synopsis citing the solicitation number will be issued on the SAM.gov Contracting Opportunities Website: www.sam.gov. Responses to this Synopsis shall be limited to 5 pages and shall include the following information: Company/Contractor name, address, point of contact, phone number and e-mail address. Company�s interest in bidding on the subject requirement when issued. Company�s capability to perform a contract of this magnitude and complexity (include company�s capability to execute comparable work performed within the past 10 years).� Company should provide at least 3 examples which, at a minimum, include the following: Brief description of the project Customer name Customer satisfaction Timeliness of performance Dollar value of the completed projects Offeror shall identify their Small Business classification and Small Business Size _ Small Business _ Small Disadvantage Business _ 8(a) Small Business _ HUB Zone _ SDVOSB �_ WOSB If significant subcontracting or teaming is anticipated in order to deliver technical capability, firms should address the structure of such arrangement include Joint Venture information, if applicable � existing and potential.
