Description
The U.S. Army Contracting Command - Rock Island, on behalf of the Project Director for Joint Bombs, is issuing a sources sought announcement in an effort to identify capable sources for the production and delivery of the following BDU-50 D/B Cast Ductile Iron (CDI) Practice Bombs for the Fiscal Year (FY) 2025-2029 requirements: Item���������������������������� NSN�������������������������������������� ����������� ����������������������� Part Number BDU-50 D/B CDI���� 1325-01-607-6844 (with MHU-149/E Pallet)������ 923AS1100 BDU-50 D/B CDI����� 1325-01-607-6840 (with MHU-122/E Pallet)������ 923AS1100 The anticipated FY25 initial award quantity is estimated to be 7,000 - 9,000 each of the BDU-50 D/B CDI Practice Bombs. Any resulting contract may include provisions for execution of FY26-29 requirements with a maximum yearly quantity of 15,000 BDU-50 D/B. Any resulting contract will also contain First Article Test requirements. ITEM DESCRIPTION: These munitions are required to support the U.S. Air Force and U.S. allies training requirements. The BDU-50 D/B CDI Practice Bombs are procured for training to simulate the size and weight of explosive filled general purpose bombs. The BDU-50 D/B CDI Practice Bombs are manufactured from casting material with specifications of ASTM-A536 Grade 60-40-18 cast ductile iron. The BDU-50 D/B CDI Practice Bombs are 60.572 inches long, up to 10.75 inches in diameter, ranging from 1.145 � 1.624 inch nominal wall thickness, and with an average weight of 485 lbs. The heavy wall eliminates the need for inert fill. Each BDU-50 D/B CDI Practice Bomb requires the fabrication and installation of two MS3314 Suspension Lugs. Each lug is 2.375 inches by 1.750 inches in diameter. The final assembly includes the installation of threaded inserts into the lug holes, base and nose plug components, and installation of the suspension lugs. The MHU-149 Pallet TPO 01-006-5657 or MHU-122 Pallet P/N 923AS100 and the MS3314 Suspension Lugs (NSN 1325-00-116-4452; P/N MS3314) will be provided as Government Furnished Material (GFM). CRITICAL PROCESSES/SKILLS: Production of the BDU-50 D/B CDI practice bombs will require the availability of a ductile iron foundry capable of producing bodies that meet quality requirements in accordance with solicitation requirements. Manufacture of the practice bombs requires machinists and a facility that provides high quality phosphate coating and painting. An acceptable vendor must be able to display the skills of its employees and established expertise in completing essential operations of manufacturing the BDU-50 D/B CDI Practice Bombs. Respondents to this Sources Sought must have, or have the ability to obtain, the available skills required to perform all production and testing operations necessary to deliver conforming end items to the Government. These skills must be available with sufficient experience and proficiency to produce these items in a timely and efficient manner. A respondent must have, or have the ability to obtain, the appropriate machinery, tooling, and manufacturing engineering skills required to support quality production standards. Any significant lead times with equipment or materials associated with production of this item must be noted. RESPONSES: Interested companies who consider themselves capable of manufacturing the BDU-50 D/B CDI Practice Bombs are invited to indicate their interest by providing the U.S. Government with the following information: a. Provide a brief summary of the company's capabilities (a description of the facilities, personnel experience, quality system, and past/current relevant manufacturing experience), and capacity. Please include your plating process, casting process, high quality phosphate coating and painting, and magnetic particle and Radiographic testing capabilities processes. If a respondent does not have adequate resources (facilities, technical, manufacturing, personnel, etc.) available, then it must be able to demonstrate its ability to obtain those resources and should identify the amount of time required for facilitation and to obtain necessary resources. Specifically, provide your company�s history, if applicable, for the production of BDU-50 D/B Practice Bombs or any similar items. b. Identify and include a brief summary of any potential key sub-tier vendors or subcontractors and identify key components or processes that would be subcontracted. c. Discuss the feasibility of, or alternatives to, the U.S. Government�s preferred lead-time of 300 days after award for First Article Test (FAT) and 365 days after award for production deliveries to commence. d. Provide rough order of magnitude (ROM) prices for an approximate yearly FY25-29 production quantity of between 7,000 � 9,000 (per year) BDU-50 D/B CDI Practice Bombs and separate ROM prices for First Article Test samples of BDU-50 D/B CDI Practice Bombs. e. Identify minimum and maximum monthly production quantities and identify the available capacity considering any other known production. f. Identify your company's size status for the identified NAICS code in the response. The NAICS code for these items is 332993, Ammunition (except Small Arms) Manufacturing, with a business size standard of 1,500 employees. Please indicate your business size and socio-economic status in your response. Also be sure to provide the company name, address, point of contact, phone number, e-mail address, taxpayer identification number, DUNS number, and CAGE Code. Contractors must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from a planned solicitation for these items. TECHNICAL DATA PACKAGES: The Technical Data Package (TDP) associated with the BDU-50 D/B CDI Practice Bombs is classified as Distribution D, limited distribution authorized to the Department of Defense (DoD) and U.S. DoD Contractors Only. These documents contain technical data whose EXPORT is restricted by the Arms Export Control Act (Title 22, U.S.C., SEC 2751, ET SEQ.) or the Export Administration Act of 1979, as Amended, titled, 50 U.S.C. App 2240 Et Seq. Violations of these export laws are subject to severe criminal penalties. Dissemination shall be in accordance with provisions of DoD Directive 5230.25. Interested vendors must be registered with the U.S./Canada Joint Certification Program (JCP) to gain access to the TDPs (see www.dlis.dla.mil/jcp/ for instruction and information). Each individual requiring access to the TDPs must have a SAM.gov account prior to accessing the TDPs. Access to the TDP will only be granted to those individuals who are listed as the Data Custodian (block 3) on the DD Form 2345, Military Critical Technical Data Requirement, which is required to be registered within the JCP. The Data Custodian is the sole representative identified to receive export controlled TDPs. This sources sought announcement is for information and planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this sources sought announcement or otherwise pay for information solicited. Industry responses to this sources sought will not represent binding offers, and the U.S. Government cannot accept an industry response to form a binding contract. The U.S. Government intends to use any information submitted in response to this request to develop an acquisition strategy for future requirements of this item. The U.S. Government will hold all information submitted in a confidential status. Industry responses are requested electronically no later than 24 March 2023 to be considered in the development of acquisition strategy for this item.
