Description
RADAR SYSTEM Notice of Intent This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to award a purchase order to IDS Georadar, Golden, CO, for a radar system as described in the attached Salient Characteristics. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures, and Subpart 13.5 entitled, Simplified Procedures for Certain Commercial Items. IDS Georadar is, to the USGS' knowledge, the only source who can provide equipment compatible with existing IDS Georadar equipment. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. Responses or inquiries shall only be accepted through electronic mail addressed to dallan-loucks@usgs.gov and must be uploaded and received in their entirety no later than 03/22/2023 1500 ED. Responses submitted by hardcopy shall not be accepted or considered. Salient Characteristics Ground-based interferometric synthetic aperture radar and deformation camera system with power and control electronics. � System must be capable of sub-millimeter deformation monitoring of landslides and other geologic features at up to 4.5 km range using ground-based synthetic aperture interferometric radar � Radar system must operate on a wavelength already approved for government use by FCC licensing requirements (17.1-17.3 GHz). � System must have an autonomous, efficient, power supply capable of powering the radar system for a period of at least three months under the harsh and cold environment of southern Alaska. System shall integrate a methanol fuel cell for maximum efficiency. � Camara system must be capable of high resolution (40+ MB) image capture of a ~ 5 sq. km landslide area several times per day and on demand. � Camara system must have an autonomous, efficient, power supply capable of powering the camera system for a period of 12 months a year under the harsh and cold environment of southern Alaska. � Replacement parts for radar, control, and power supplies must be readily replaceable in a timely manner. � System must have ability to upload data to the internet for remote data archiving and data processing. � System must be portable and able to be flown by helicopter to remote field sites. � All equipment shall have a minimum two-year warranty. � System shall include a minimum of two-days remote support service to assist with initial installation and provide training on electrical system and radar operation.
