Description
The Hellenic Republic (Greece) has announced an opportunity to provide reconstruction of the runway, taxiway and connecting taxiways, concrete pavements and airfield lighting at Aktion Air Base. In order to bid on the project, U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) in the United States, 2) be pre-approved for participation in NATO International Competitive Bidding (ICB), and 3) be issued a Declaration of Eligibility (DOE) by the U.S. Government. The reference for the ICB is ICB-PR-178N and all correspondence in relation to the project should refer to this reference. � The contract will be awarded to the lowest compliant bidder. Firms from other than NATO member countries are excluded from acting as contractors, subcontractors or manufacturers of any part of the project. None of the work including project design, labor and services, shall be performed by firms other than from and within NATO member countries. No materials or items of equipment down to and including identifiable sub-assemblies consisting of two or more parts that can be provisioned and replaced as an entity shall be manufactured or assembled by a firm other than from and within a NATO member country. SUMMARY OF REQUIREMENT The project includes the reconstruction of the concrete pavements at runway and taxiway ends and at the connecting taxiways �A� and �H� (total area 60.700m2), as well as all associated works for the reconstruction of asphalt shoulders, drainage system, markings and the airfield lighting system. More specifically, the latter includes the reconstruction of the airfield lighting for runway, parallel taxiway, connecting taxiways and aprons, the reconstruction of the�approach lighting system and the replacement of the existing illuminated runway distance�markers, arrestor gear markers and guidance signs. BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this project. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB. �U.S. firms are approved for NATO ICB on a facility-by-facility basis.� The U.S. NATO ICB application is a one-time application. �The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities� The Department of Commerce (DOC) is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the text of your email: � - the title and/or solicitation number of the project - the name/phone/FAX/email of the company employee who should receive the bid documents After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the project. �DOC will transmit the DOE to the NATO contracting entity. � IMPORTANT DATES U.S. firms must request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application): April 04, 2023 Hellenic Air Force distributes solicitation (planned): May 08-19, 2023. Bid Closing (estimated): July 04, 2023 Contract Award (anticipated): TBD Contract completion (anticipated): Thirty (30) months beginning from the date of the contract signing.� �
