Description
This pre-solicitation notice is being issued in accordance with Federal Acquisition Regulation (FAR) 5.204. Please note that this is only a draft (RFP) and proposals are not being asked for at this time. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Pearl Harbor (FLCPH) Regional Contracting Department intends to Issue a Request for Proposal (RFP) for the operation and maintenance (O and M) of Navy communication, electronic, and computer systems at Naval Computer and Telecommunications Area Master Station Pacific (NCTAMS PAC), Oahu, Hawaii, Geraldton, Australia and Finegayan, Guam. Current locations are Hawaii and Australia; Guam may be added by modification in the future. The North American Industry Classification System (NAICS) code for this procurement is 517810 with a size standard of $40M. Similar services are currently being performed under contract order N0060419C4001 by BAE Technology Solutions and Services. Services in support of NCTAMS PAC O and M will include, but are not limited to the Fixed Submarine Broadcast System (FSBS), Global Broadcast Service (GBS), Global Command and Control System (GCCS), Information Technology (IT) Support, Regional Top Level Architecture (R-TLA), Host Based Security System (HBSS), Information Assurance (IA), Computer Network Defense (CND), Mobile User Objective System (MUOS), Information Management (IMS) IT Support, and Ballistic Missile Defense System (BMDS). The resulting contract will provide support services in the following mission critical areas: Hawaii Communications Electronics, Equipment Calibration Services, GCCS IT Support, Host Based Security Systems and Information Management IT Support. The anticipated clearances are Secret in Hawaii sites, and Top Secret in Australia sites. The anticipated contract duration will be a one-month phase-in period, eleven-month base period, four one-year option periods and a six-month extension in accordance with FAR 52.217-8. NAVSUP FLCPH intends to solicit and award a firm fixed price noncommercial services contract for NCTAMS PAC O and M services on an unrestricted, full and open basis, utilizing FAR Part 15 (Contracting by Negotiations) procedures. The selection process will be conducted in accordance with FAR Part 15.101-1; offers will be evaluated through the best value tradeoff source selection process. BACKGROUND/PURPOSE/SCOPE OF WORK Please see the attached DRAFT request for proposal (RFP) for additional details as it relates to the pre-solicitation synopsis of this requirement. Comments to the draft RFP may be marked proprietary if they are proprietary in nature, and the Government will try to respond them the best they can but cannot guarantee a response. Reference Solicitation No. N0060423R0002 on all correspondence to yasmin.a.restrepo.civ@us.navy.mil and troy.r.wong2.civ@us.navy.mil. Telephone inquiries are strongly discouraged and may not be answered. Additional reference materials are posted along with the draft RFP that industry may find helpful, but these documents are not considered to be part of the overall RFP package. UPCOMING SOLICITATION DETAILS: The RFP is anticipated to be issued on or about April 20, 2023. The RFP closing date and time will be specified in the RFP and will be no less than 30 days after the issuance of the RFP. The date, time, location, and registration for the Industry Day event and site visit will be specified in the RFP; the event will be conducted during the RFP period. The RFP, its attachments and any amendments will be posted on the Navy Electronic Commerce Online (NECO) website at https://www.neco.navy.mil and will also be available at SAM.GOV. Responsible firms may submit a proposal in response to the forthcoming RFP but must be registered in the System for Award Management (SAM) database at SAM.GOV. Please register with the NECO and SAM.GOV sites so that your firm will receive applicable emails. It is the sole responsibility of the offeror to monitor the NECO and SAM.GOV websites for updates. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from either NECO or SAM.GOV websites and to monitor the sites for any amendments to the RFP. An offeror�s list will not be maintained by this office. No telephone, facsimile, or paper requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and any amendments prior to the due date and time for receipt of offers may render a vendor�s offer as non-responsive and will result in rejection. Comments regarding the draft request for proposal should be submitted to: yasmin.a.restrepo.civ@us.navy.mil and troy.r.wong2.civ@us.navy.mil by March 16, 2023 at 11AM Hawaii Standard Time (HST). Any changes to this Pre-Solicitation Draft RFP will be posted on NECO and SAM.GOV.
