The purpose of this pre-solicitation synopsis is to notify potential offerors of the upcoming solicitation for Contractor Instructor, Maintenance, Operation and Training Support (CIMOTS) for Cargo Offload and Discharge Systems (COLDS). The Government intends to award an Indefinite Delivery Indefinite Quantity, Requirements (IDIQ/R) contract with recurring service and maintenance, located in Coronado, CA. Basic Information: Pre-Solicitation Notice:������������������������ PSNN61340-23-R-0013 Pre-Solicitation Notice Date:���������������� 8 March 2023 through 27 March 2023 Contracting Office:������������������������������� NAWCTSD, Orlando, FL, 32826 Product or Service Code and NAICS:� U099/611519 Anticipated�Solicitation�Number:���������� N61340-23-R-0013 Point of Contact:���������������������������������� Mrs. Brittney Behr, Brittney.N.Behr.civ@us.navy.mil Place of Contract Performance:������������� Coronado, CA Set-aside Status (anticipated):��������������� Full and Open Competition Description: This is a pre-solicitation notice in accordance with Federal Acquisition Regulation (FAR) 5.204. This Pre-solicitation notice is being posted at least 15 days prior to the release of the solicitation in accordance with FAR 5.23(a). The Department of the Navy, Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to post a Solicitation (RFP) for Contractor Instructor, Maintenance, Operation and Training Support (CIMOTS) for Cargo Offload and Discharge Systems (COLDS). The contractor shall provide operational and training support for approximately 20 different courses totaling an estimated 50 Expeditionary Warfare Training Group resident courses and offsite Mobile Training Teams (MTT) courses. The services required include, but are not limited to, the following: Instructional Training (including High and Medium risk) management, maintenance, operational and training support services, for Government (Navy/Marine Corps/DOD) students using Improved Navy Lighterage System (INLS), Maritime Prepositioning Force (MPF) Utility Boat (MPFUB), Lighter, Amphibious Resupply, Cargo, 5 ton (LARC V) craft, and Inflatable Boats or other Government furnished craft/equip. Provide labor to maintain all training equipment to include, but is not limited to �O� and �I� level corrective maintenance, lay-up maintenance, including recurring work such as corrosion removal and painting, touch-up painting and lettering, sign replacement, repairs, and physical protection of the equipment. Also, provide preventive maintenance as part of the Planned Maintenance System (PMS) for government assets. Support: New systems/equipment integration support Research, Development, Test and evaluation efforts Subject Matter Expert support Foreign Military Sales Installation, design, testing, and evaluation of equipment alterations or fabrication of equipment for the Government Development, revision and updating of technical manuals Development, revision or updating instructional materials for emerging requirements Disposal of Government property as needed Procuring Technical Training Equipment Development or revision of Job Qualification Requirements (JQR) in Personnel Qualification Standards (PQS) format to include the attendance of workshops as Subject Matter Experts Provide evaluation team support in Naval Beach Group on pre-deployment evaluation/certification to include administrative checks, crew qualifications and mission capability in support of Floating Causeway and RRDF. Manage supply support for an extensive spares inventory The anticipated solicitation (N61340-23-R-0013) date is estimated to be mid April 2023 with a proposal due date of early June 2023.
