- Introduction: The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation under full and open competition in Fall of 2023 for the detail design and construction (DD&C) of submarine tenders under the AS(X) program. The AS(X) program is managed by the Strategic and Theater Sealift Program Office, PMS 385.� AS(X) is a new class of submarine tenders that will replace and recapitalize the continuing Navy requirement to service SSN/SSGN submarines during forward deployments.� The two in-service submarine tenders currently provide repair, maintenance and rearming/resupply functions to the Pacific submarine fleet.� The new AS(X) class will support VIRGINIA Class and COLUMBIA Class submarines.� The AS(X) DD&C solicitation will provide for Detail Design and Construction of up to two (2) AS(X) ships, engineering and industrial support, crew familiarization, training equipment, and provisioned item orders.� All technical requirements, including the AS(X) System Specification and other GFI, will be contained within the solicitation.� AS(X) ships must be constructed in a United States shipyard. �Each offeror may submit only one proposal as a Prime Contractor. �The Prime Contractor must be a United States shipyard.� Draft Solicitation and Industry Day: Prior to the issuance of the formal solicitation (request for proposals) for this procurement, NAVSEA intends to release a draft copy of the AS(X) DD&C solicitation and associated attachments for industry review. �Additionally, Program Executive Office, Ships (PEO SHIPS) and PMS 385 will host an industry day event to present the Navy's draft requirements and provide an overview of all elements of the solicitation.� The draft solicitation is expected to be available for review to potential offerors by April 2023.� The procedures to receive a copy of the draft solicitation, which is controlled, is provided in the below section. The AS(X) DD&C industry day is planned to be on 18 April 2023.� The procedures to register for the industry day are provided in the below section. Industry Day Registration and Access to Controlled Solicitation Materials: Potential attendees to the AS(X) DD&C industry day must complete and submit the provided Terms of Use Agreement (TOUA) to the Government points of contact identified in this notice.� As part of this email submittal, the potential attendees to the industry day must state whether they are also requesting to receive a draft copy of the AS(X) DD&C solicitation and associated attachments. The TOUA must be signed by an authorized representative of the prospective offeror and returned to the Government points of contact identified in this notice. Upon receipt of a duly executed TOUA, the Contracting Officer and/or Contract Specialist will provide via secured electronic manner (DOD SAFE) any UNCLASSIFIED aspects of the draft AS(X) DD&C solicitation and associated attachments to the potential offeror. The deadline to register for industry day and request a draft copy of the AS(X) DD&C solicitation and associated attachments is 2:00 pm (est) on 14 April 2023. Pursuant to DFARS 252.204-7008(c)(1), prospective offerors are advised that proper safeguarding of Controlled Unclassified Information (CUI) is considered a special standard of responsibility for this Solicitation. See FAR subpart 9.1. Failure to properly safeguard and mark CUI in accordance with applicable regulation and policy (to include Executive Order 13556, the Defense Acquisition Regulations Supplement and DoD Instruction 5200.48) may preclude the Contracting Officer from being able to provide the required affirmative determination of responsibility. If the Contracting Officer is unable to affirmatively determine the prospective Offeror to be responsible, the prospective Offeror will be ineligible for award of any contract that may result from this pre-solicitation notice. Additional Information: Interested firms should monitor www.sam.gov for the release of the formal AS(X) DD&C solicitation and other updates related to this procurement.� Inquiries or questions concerning this announcement may be submitted to the points of contact identified in this notice. The Government cannot commit to providing a response to every submission received. This pre-solicitation synopsis is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals in response to this notice. This notice does not constitute a solicitation, a promise to issue a solicitation, or a promise by the Government to pay for information received in response to this synopsis notice or any subsequent synopsis notice. �The information contained herein is subject to modification and in no way binds the Government to award a contract.
