- Description
- ** This is a 100% Small Business Set-Aside ** The C-17 Program Management Office at Robins AFB, GA has a requirement for a firm-fixed price contract for 15 each NSN: 6150-01-597-3123BA, Cable Assembly Set Fuel Quantity Computers, O-Level, P/N 17G460580-501, which includes one First Article and 14 production assets, one First Article Test Plan, one First Article Test Report, and one IUID Marking Plan. This is a USAF and FMS requirement, and includes three (3) annual options containing a quantity of 3 each. The Fuel Quantity Computer (FQC) line replaceable unit (LRU) PN 367-069-105 is part of the Fuel Quantity Gauging System (FQGS). The FQC design consists of a processor, a memory bank, a bit display memory, an ARINC 429 BUS, A MIL-STD-1553B serial data Bus, a control logic, and logic associated with discrete input and output buffers. To accelerate and improve the maintenance process for various avionics LRUs, the Operational Flight Program Loading System (OFPLS) is designed to perform OFPsoftware loading at the organizational (O) and/or intermediate (I) maintenance levels. This system consists of five main components: Digital Computer System PN 17G553553-1, also known as the support equipment computer (SEC); Operational Flight Program Loading System Adapter Set; Holding Fixture Assembly unique for each LRU provides a stable base and cooling air for the various LRUs during I-level operations; The Cable Assembly Set, unique for each LRU, provides an electrical interface between the LRU and the digital computer system during software loading operations; and The Air Blower Assembly to provide cooling air for some LRUs during I-level operation. The OFPLS legacy FQC cable set (17G460580-1) needs to be modified so that they will mate with the ruggedized military-style ethernet/USB connector on the SEC. A means is required at the organizational (O) level of maintenance to support the OFP software loading operation for the FQC LRU. The means will provide mechanical connection between LRU connector J8 (PN MS27473T20B35P) AND connector USB port (PN 26WD35PN) of the digital computer system PN 17G553551-1. This will be a 100% Small Business Set-Aside. Offerors shall prepare their proposals in accordance with the mandatory, explicit, and detailed instructions contained in the RFQ. All responsible small business sources may submit a proposal to be considered by the contracting agency. The Government will utilize the Past Performance Information Retrieval System (PPIRS), Excluded Parties List System (EPLS), and other Government databases to determine contractor status before evaluating proposals. Proposals will be evaluated based on the criteria stated in the RFQ. All data for this weapon system is considered EXPORT CONTROLLED.
