Brand Name Justification Effective Date: 02/01/2022 Page 1 of 9 DEPARTMENT OF VETERANS AFFAIRS BRAND NAME JUSTIFICATION Acquisition Plan Action ID: 36C246-23-AP-2033 Contracting Activity: Department of Veterans Affairs VAMC HAMPTON NCO 6 100 EMANCIPATION DR HAMPTON, VA 23667 Nature and/or Description of the Action: Beds to support patient admission and treatment Description of Supplies/Services Required to Meet the Agency s Needs: Nursing ICU and Med Surge has a requirement for (18) Procuity ZMX With Isotour Premium bundle and (13) Procuity ZMX with Isolibrium bundle. Statutory Authority Permitting Restricted Competition:  FAR 13.5 Simplified Procedures for Certain Commercial Items. The statutory authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. § 1901 and is implemented by FAR 13.106-1(b)(2) for restricting competition on this procurement.  Competition is restricted on this procurement for the reason below:         ( X )  Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements         (  )  Unusual and Compelling Urgency         (  )  Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services         (  )  International Agreement         (  )  Authorized or Required by Statute         (  )  National Security         (  )  Public Interest Demonstration that the Contractor s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): 1). Adaptive Bed Alarm, Bed Exit System PATIENT SAFETY PERSPECTIVE: Only patient fall prevention monitoring system on a bed that utilizes the patient s center of gravity. By using each patient s center of gravity this system is more patient specific to monitor patient safety in regard to bed related falls. When a siderail is lowered the adaptive bed alarm condenses the bed alarm zone automatically to put it in the safest zone to best prevent a fall. CLINICAL SAFETY PERSPECTIVE: This feature will reduce the chance of a patient fall causing further injury to the patient and longer length of stay. Considerable costs to the hospital associated with patient fall CAREGIVER SAFETY PERSPECTIVE: Adaptive Bed Alarm® Bed Exit alleviates inconsistent alarming with its patient specific center of gravity model. This enables nurses to monitor patient falls more accurately. PATIENT SATISFACTION: Allows patient to be in a safe environment with a significantly reduced possibility of a bed related fall. This feature is exclusive to Stryker. Other vendors technology may not adequately help to prevent falls which can cause serious injuries and be very costly. The Hampton VA has had multiple fall incidents where a nurse forgot to set bed exit alarm and the veteran fell. This would help to mitigate that risk. 2). 12 Built in Bed Extender PATIENT SAFETY PERSPECTIVE: Allows caregivers to lengthen the bed 12 to fit all patient needs to ensure comfort. CLINICAL SAFETY PERSPECTIVE: ProCuity s built in bed extender allows for the bed to be extended 12 and keep all of the bed safety features intact. CAREGIVER SAFETY PERSPECTIVE: Caregivers no longer have to manually add a bed extender to lengthen the bed or remove the foot board to accommodate taller patients. PATIENT SATISFACTION: Allows patient to have more leg room increasing patient satisfaction. This feature is exclusive to Stryker. Other vendors do not have a bed extender that can be extended 12 . The additional length will help the Hamton VA reduce pressure injuries on heels and toes. 3). iBed Watch PATIENT SAFETY PERSPECTIVE: Helps to prevent adverse patient events by monitoring specific bed positions that are vital to promoting health and preventing adverse events. CLINICAL SAFETY PERSPECTIVE: Allows caregiver to monitor bed exit alarm status (with a reminder to reset the bed alarm if it is disengaged), 30 Degree head of bed, side rail position, low bed height, and brake settings to help prevent adverse patient events such as patient falls. CAREGIVER SAFETY PERSPECTIVE: Allows caregiver to know that the bed is consistently in a safe configuration based on their specific preferences for each patient. ProCuity is able to alert caregivers both locally (audibly) , on the touch screen (visually), and remotely through the nurse call system. PATIENT SATISFACTION: Helps to prevent adverse events. This feature is exclusive to Stryker. The only vendor to have customizable smart bed positioning system that can help us be notified when a patient is at risk for an adverse event. The Hampton VA has had veterans fall after their bed siderail has been dropped. This would notify nurses when the veteran s bed has become unsafe. In the future, these alerts will also push to Vocera if needed. 4). Zoom Motorized Drive PATIENT SAFETY PERSPECTIVE: Helps to create a safe environment for patients allowing them to be transported in bed from the OR back to the recovery unit. CLINICAL SAFETY PERSPECTIVE: Every year nursing/caregiver staff are injured during patient transport. The Zoom drive system allows for a single FTE to transport a patient safely throughout the hospital and with minimal effort. Zoom drive ensures caregivers exert significantly less effort when doing in hospital patient transports which happen multiple times a day. The drive system is just the same as what is current on the stretchers and the ICU beds. CAREGIVER SAFETY PERSPECTIVE: Allows caregiver to transport safely without exerting maximum effort saving on bodily wear and tear. PATIENT SATISFACTION: Enables quicker transport so the patient can be back to their room after a test or surgery to get the proper recovery time needed. This feature is exclusive to Stryker. Stryker is the only vendor that offers a 14 low height and a motorized drive helping to prevent caregiver injuries. Due to staffing at the VA Hampton, this will allow one nurse to transport a patient instead of taking multiple nurses off the unit. 5). 14 Low Height PATIENT SAFETY PERSPECTIVE: Helps ingress and egress for early mobility. The 14 low height gives patients confidence that their feet will be securely on the floor when it is time to ambulatory activities, such as going for a walk, toileting or transferring over to a recliner. CLINICAL SAFETY PERSPECTIVE: The med/surg environment is where most of hospital falls take place. Having a bed that is 2 lower than our current bed may be the difference between a bruised hip and a broken hip if a patient were to fall. CAREGIVER SAFETY PERSPECTIVE: Allows caregiver to reduce the risk of a patient fall by ensuring both feet are firmly on the ground before they try to get a patient up and out of bed (other beds on the market are higher than 14 ). PATIENT SATISFACTION: Helps to create an easier transition for early mobility. This feature is exclusive to Stryker. Stryker is the only vendor that offers a 14 low height and a motorized drive helping to prevent caregiver injuries. 6). Wireless Technology PATIENT SAFETY PERSPECTIVE: Increases accuracy in documentation for weights and safe bed parameters. Clinical dashboard is available to monitor all beds to ensure they are in the hospital standard safe configuration. CLINICAL SAFETY PERSPECTIVE: Wireless technology ensures for key clinical documentation (weights, bed height, side rail configuration, brake set) into the EHR. It also is allows for key alerts to be sent to Vocera. CAREGIVER SAFETY PERSPECTIVE: Allows caregivers to receive important alerts on handheld devices such as Vocera. It also ensures an accurate weight is documented and time stamped into the EHR along with other critical bed data points. PATIENT SATISFACTION: Helps to create safe environment for patient through proprietary wireless software that continuously monitors safe bed protocols to reduce patient falls. If the bed were to come out of compliance an alert can be sent to the nurses Vocera. This feature is exclusive to Stryker. The only vendor to have 510k clearance and a true wireless solution meaning the bed does not need to be plugged into the nursecall. The Hampton VA has had issues with veterans attempting to harm themselves with their bed cords. This would mitigate that risk completely. 7). Head of Bed 30 Degree Button / Lockout PATIENT SAFETY PERSPECTIVE: Increases accuracy of set protocol and gives the ability to move the head of bed and lock it out at 30 degrees. CLINICAL SAFETY PERSPECTIVE: HOB 30 is an important clinical position / protocol. InTouch s exclusive HOB 30 button drives easy compliance with this protocol by eliminating the guesswork associated with achieving this position and ensures patient cannot manipulate said position. CAREGIVER SAFETY PERSPECTIVE: Allows caregivers to increase compliance with protocol and improve efficiency by removing any guesswork associated with HOB at 30 degree. PATIENT SATISFACTION: Helps to create safe environment for patient through increased accuracy of HOB 30 protocols. This feature is exclusive to Stryker. The only vendor to have a HOB 30 degree button/ lockout. This will provide an additional level of protection for all vented patient s within the ICU and medsurg on asperation precautions. 8). BackSmart Electric Brake PATIENT SAFETY PERSPECTIVE: Helps to promote a safe patient environment with an illuminated brake button on three sides of the bedframe to allow caregiver to always know that the brake in engaged. CLINICAL SAFETY PERSPECTIVE: Promotes a safe patient environment and allows for quick engagement/disengagement when required in the med/surg. CAREGIVER SAFETY PERSPECTIVE: Back injuries are an epidemic in the nursing community and Stryker is constantly striving to find innovative ways to protect nurse s backs. The exclusive Electric Brake on ProCuity eliminates the need to manually engage a brake, significantly reducing the amount of load a nurse puts on her back during a shift. Electric brakes can be engaged on the bed from three sides making the brake easily accessible. PATIENT SATISFACTION: Helps to create safe environment for patient. This feature is exclusive to Stryker. The only vendor to have a three sided electric brake. 9). Foot-end Touch Screen PATIENT SAFETY PERSPECTIVE: Allows for caregivers to perform basic functions without disrupting the patient. CLINICAL SAFETY PERSPECTIVE: Easily accessible controls protect caregivers from back related injuries and create an undisrupted patient environment to promote a patient healing. CAREGIVER SAFETY PERSPECTIVE: The foot-end touch screen control allows for superior ease-of-use, while ensuring that the nurse always is able to reach the controls. They are in the most convenient place for delivering care. When touch screen controls are placed on the side rail of the bed, there is the risk that this side rail will be placed down to prevent a patient restraint, constantly requiring the nurse to lift a side rail to get to vital controls. PATIENT SATISFACTION: Allows for caregivers to perform basic and advanced functions without disrupting the patient. This feature is exclusive to Stryker. The only vendor to have advanced footend controls. These features allow nurses to set the bed exit alarms and manipulate the bed without having to bend over. 10). Scale System PATIENT SAFETY PERSPECTIVE: Accurately weighs patient in virtually any position of both the patient and bedframe. CLINICAL SAFETY PERSPECTIVE: Allows caregiver to obtain accurate weight without disturbing patients. Easy one touch scale button to allow caregiver to take weight easily and spend time taking care of the patient. CAREGIVER SAFETY PERSPECTIVE: The in-bed scale history provides time stamps and a patient weight history graph of the last 40 weights, saving nurse s time by providing all patient weight history information at one location. A delayed weight function gives nurses time to lift lines and tubes off the bed for weighing accuracy. PATIENT SATISFACTION: Allows caregiver to get accurate weight without disturbing patients. This feature is exclusive to Stryker. The only vendor to allow caregivers to take accurate weight in virtually any position of the patient or the bed frame. 11). Intermediate Siderails PATIENT SAFETY PERSPECTIVE: Increased siderail coverage means that there is less risk of a patient fall. ProCuity siderails have two positions. This allows for help getting the patient in and out of bed and reducing the risk of falls. Due to having two positions the side rials allow for a stand assist feature improve patient safety. CLINICAL SAFETY PERSPECTIVE: Intermediate siderail coverage helps to prevent adverse events such as patient falls. CAREGIVER SAFETY PERSPECTIVE: Protects caregivers from burden of picking up fallen patients if patients were to fall due to poor siderail coverage. Allows caregiver to keep patient safe and focus their attention on helping the patient to heal. PATIENT SATISFACTION: Creates a safe environment for patients. This feature is exclusive to Stryker. The only vendor to provide adequate siderail coverage to ensure patient safety. The siderails also aid in early mobility and getting patients in and out of bed. 12). Exclusive Gel Technology PATIENT SAFETY PERSPECTIVE: Minimizes amount of pressure on any one contact point to create a safe environment for patient skin CLINICAL SAFETY PERSPECTIVE: Maximizes pressure redistribution by addressing both immersion and envelopment directly adjacent to the patient s skin. Helps to prevent clinical adverse event of patient developing pressure ulcer. CAREGIVER SAFETY PERSPECTIVE: Allows caregiver to perform clinically relevant Q2 turns safety by turning the patient 30 degrees while not sacrificing skin integrity. PATIENT SATISFACTION: Allows for comfortable surface while protecting patient skin from adverse event of potentially developing pressure injuries. This feature and surface is exclusive to Stryker. The only vendor to provide maximum pressure redistrbution capabilites through gel technology. 13). Unique Low-Air-Loss System PATIENT SAFETY PERSPECTIVE: Aides in the prevention of pressure injuries for patients with microclimate management issues. CLINICAL SAFETY PERSPECTIVE: The IsoTour/Isolibrium support surfaces air channeling technology delivers low-air-loss directly to the patient s most vulnerable areas for skin breakdown without obstruction. CAREGIVER SAFETY PERSPECTIVE: Allows caregiver to provide LAL therapy to patients in need to prevent an adverse event. PATIENT SATISFACTION: Allows for microclimate management to aid in the prevention of pressure injuries. This feature is exclusive to Stryker. The only vendor to provide low air loss directly to the patients most vunerable area of skin breakdown . 14). HeelGelTM PATIENT SAFETY PERSPECTIVE: Aides in the prevention of pressure injuries for patients within the heel. CLINICAL SAFETY PERSPECTIVE: Designed to specifically address pressure redistribution in the vulnerable heel area by buckling when heel pressure is applied and transferring pressure toward the calf. CAREGIVER SAFETY PERSPECTIVE: Aides in caregiver precaution of heel pressure injury prevention. PATIENT SATISFACTION: Aids in the prevention of patient s developing pressure injury within the heel. This feature is exclusive to Stryker. The only vendor to provide HeelGelTM . 15). Secure ConnectTM PATIENT SAFETY PERSPECTIVE: Ensures the bed alarm and nurse call functions are always alerting to caregivers even if the bed is not plugged into the headwall nurse call unit. CLINICAL SAFETY PERSPECTIVE: Designed to ensure beds are always able to send the 2 most critical alerts independent of the nurse call cable (nurse call and bed exit). CAREGIVER SAFETY PERSPECTIVE: Currently, if a bed is not plugged into nurse call the bed will not alert nurses or caregivers through the nurses station or corridor light. Secure Connect gives us the peace of mind that the beds will always alarm and alert to prevent falls. PATIENT SATISFACTION: Aids in the prevention of a patient alarm not being heard or seen by a nurse or caregiver and also will prevent the patient from trying to get up to get the nurses attention if their nurse call button isn t working because the bed is not plugged in correctly. This feature is exclusive to Stryker. The only vendor to provide true cableless nursecall though Secure ConnectlTM . This eliminates the 37 pin cable needed to be plugged in and elminated the veterans having access to a long cord a potential safety/suicide risk. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: The OEM has two SDVOSB authorized distrubters. I Posted Brand Name justification and SDVOSB Set-Aside RFQ 36C24623Q0541 (7 March 14 March 2023) on contract opportunities. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: The CO wii ensure the final contract price is fair and reasonable by comparing past purchases, GSA sechdule prices, and offers if more than one is available. The requested items are on schedule and all offers will be reviewed by the Requesting Station. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: VAMC Hampton requested specific beds that are described in section 5 of this document. I searched NAC, SAC, FPDS, GSA, SBA.GOV for stryker beds. Implementation of the Veterans First Contracting Program as a Result of the U.S. Supreme Court Decision: §8127 is mandatory, not discretionary and its text requires the Department to apply the Rule of Two to all contracting determinations. The OEM informed me they have two authorized SDVOSBs that can meet the requirement. COs may use the non-competitive (sole source) procedures authorized in VAAR 819.7007 or 819.7008 up to $5,000,000, as appropriate, subject to review and approval of the designated procurement official outlined in FAR 6.304 (See VHAPM Part 819.7007-7008 for additional details). The requested items are in compliance with BAA. As described in Section 6 above, this Brand Name justification will be posted on contract opportunities for the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties.
