- Page 2 of 4 Introduction: The purpose of this request for information (RFI) is to search for qualified vendors capable of meeting the requirements to provide Support Services for Office of Information & Technology (OI&T) Management Internal Controls Program, OMB Circular A-123, Appendix A, and FMFIA Section II and IV. See attached Performance Work Statement (PWS) titled Draft - PWS Support Service for the OIT Federal Managers Financial Integrity Act and Management Internal Controls Program OMB Circular A-123, Appendices A and D, and FMFIA Section II and IV. This request is a RFI only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Do not submit a proposal or quote. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Be advised that set-aside decisions may be made based on the information provided in response to this RFI. Answers must clearly demonstrate specific examples of a high degree of subject matter expertise across the intersection of Information Technology and Financial Management operations, subject matter comprehension, knowledge, skills, abilities, and a thorough and comprehensive understanding of requirements of all mentioned laws, regulations, policies, and implementation guidance. Do you have the knowledge, skills, and abilities to develop, implement, conduct, and document internal control assessments, from the initiation to full maturation and sustainment, to determine compliance and conformance with the Federal Managers Financial Integrity Act (FMFIA) of 1982 Section II, the Office of Management & Budget (OMB) Circular A-123, and other pertinent Federal internal control related requirements across and within a large, complex organization? Provide examples that demonstrate that you can perform the above work requirement with a high level of expertise and that you possess the knowledge, skills, and abilities that are required. Furthermore, provide specific examples that demonstrate that you can provide detailed financial analysis and process/business improvement, recommendations and implementation within the realm of Federal financial management that improves overall federal financial management effectiveness and efficiency? Answers must clearly demonstrate specific examples of a high degree of subject matter expertise across the intersection of Information Technology and Financial Management operations, subject matter comprehension, knowledge, skills, abilities, and a thorough and comprehensive understanding of requirements of all mentioned laws, regulations, policies, and implementation guidance. Do you have the knowledge, skills, and abilities, and subject matter expertise to provide business advisory/consulting services within the realm and all aspects of Federal financial management, specifically the Federal Managers Financial Integrity Act (FMFIA) of 1982 Sections II and IV, the Chief Financial Officers (CFO) Act of 1990, the Federal Financial Management Improvement Act (FFMIA) of 1996, and the Office of Management & Budget (OMB) Circular A-123, Appendices A, B, C & D, and other pertinent Federal financial management requirements within a large, complex organization? Can you meet limitations of subcontracting and perform at least 50 percent of the services between yourself as prime and similar situated entities? Vendors may also submit additional information not specifically requested above, which would provide value and insight to the Government as it relates to VA s requirement described in the draft PWS. Please do not submit general capability statements, marketing materials, or other nonspecific information.
