Description
This public announcement is a Sources Sought. The responses to this announcement will assist FAA in determining the appropriate set-aside category. This is not a screening information request or request for proposal. The purpose of this Sources Sought is to solicit statements of interest and capabilities to determine the marketplace ability to provide construction services and to determine if small businesses, service-disabled veteran-owned small businesses, or 8(a) certified firms can fulfill the requirement. A determination by the Government not to compete this requirement as a set-aside based upon responses to this notice and other market research is solely within the discretion of the Government. Details about the requirement: 1. Scope of Work: Please refer to the scope of work description below 2. Competition: Competed requirement 3. Set-aside designation: TBD - FAA contemplates a small business setaside 4. Estimated magnitude: Between $500,000.00 - $1,000,000.00 5. Contract type: Firm-fixed price Many facilities in the NAS operate 24 hours per day and provide services critical to safety; therefore, work performed on or near operational facilities or equipment, must be planned and conducted in a manner that minimizes or eliminates deterioration in the quality or quantity of services provided to the NAS. This may require, among other adaptations, working during non-standard business hours or using non-standard techniques to eliminate noise, obstructions to visibility from ATCTs and shut down of equipment essential to operations. The continued operation of all equipment in the NAS and the safety of life and property are paramount considerations in all work conducted under this contract. Capability Statement: All responders must provide a Capability Statement that addresses the following (in order): a. Business Size Classification: Large Business, Small Business, 8(a) Firm, Service-Disabled Veteran Owned Small Business (SDVOSB); For 8(a) firms: Provide copy of SBA 8(a) Certification Form. For SDVOSBs: SDVOSB concerns MUST be verified in the Vendor Information Pages. b. Verification of registration in System for Award Management (SAM) � provide copy of SAM entity record in submission c. Number of years in business performing the services required of this announcement d. Relevant experience on projects of similar size (Projects valued between $500K - $1M) and complexity (Removal/replacement of a chiller system.�Company's capability to perform a contract of this magnitude and complexity by including a brief description of at least (3) similar projects completed within the last five (5) years where the company served as the prime contractor e. Describe your company's bonding capability. NOTES: **No telephone requests or questions will be accepted.** Submissions must be emailed to Elisha Distler at elisha.distler@faa.gov and are limited to 10 pages in length. Only Electronic submissions will be accepted. The electronic submission should be in either Microsoft Word or portable document format (PDF) format. Due to size limitations, any files over 25MB should be submitted in multiple emails. Only one submission per responding firm will be accepted. All communications with the Contracting Officer must be submitted in writing. If you have any questions regarding this Sources Sought, please contact Elisha Distler at elisha.distler@faa.gov. The Contracting Officer will verify receipt of submissions with each responding firm. Submissions will not be returned. Since this is not a screening information request or request for proposal, no results will be issued to the responding firms. No solicitation for these items exists at this time. The FAA will not pay for any information received or costs incurred in preparing the response to the sources sought. Any cost associated with submitting a response to this sources sought is solely at the responding�vendor�s expense. Scope of Work Performance includes, but is not limited to, the following: 1. Remove existing chillers CH-1 and CH-2. Install new air cooled chillers. 2. Anchor chillers and piping to existing supports to meet seismic codes and specifications. Modify existing supports as needed. 3. Chillers are redundant and provide cooling for air traffic control equipment and personnel. One chiller shall remain operational at all times. 4. Reconfigure chilled water piping to connect to new chillers and support as required. 5. Provide new chiller protection grating for chillers to protect from falling ice. 6. Modify electrical circuit, conduit, etc. between existing disconnect/starters and new chiller equipment. Provide and install correct size and type of fuses for new chiller. 7. Reattach existing lightning protection to new chillers. 8. Install strainers, gauges and other devices as required or recommended by the manufacturer and as shown on the construction drawings. Install temperature sensors and other necessary input and output devices. 9. Integrate new chiller controls into existing building automation system. 10. Hydronic chilled water circulation system adjustment. Engage a Certified TAB contractor to measure and adjust chilled water flow for this system to match the existing conditions and new chiller requirements after the chillers have been installed. 11. Supply and replace necessary glycol/water solution to bring chilled water circulation system to 40%. 12. Install new insulation with aluminum jacketing on all new and existing chilled water piping on roof. Install new equipment placards for chillers.
