Description
This notice is issued solely for information and planning purposes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small business or procured through full and open competition.� Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside.� We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. (Ref: FAR 19.502) Description: Explosive Ordnance Disposal (EOD) Mobile Unit Five desires a turn-key solution that allows training department personnel the opportunity to evaluate EOD platoons during exercises and war game scenarios.� These scenarios will encompass all EOD mission areas to include Improvised Explosive Devices, Conventional Ordnance, Chemical/Biological and Nuclear Devices and Underwater Ordnance in all operating environments around the globe.�� Prior to each exercise, EODMU5 training department will coordinate with the vendor to establish the exact location and the required training aids for each scenario.� The vendor will deliver the training aids to the pre-determined location and assemble each training aid and site dressings to achieve the intended outcome of the scenario.� Once the EOD platoon has completed the exercise, the vendor will disassemble the training aids and return the site to original configuration. � This contract will require the vendor to provide realistic EOD training aids with assembly and disassembly at each training site. Place of Performance. The work to be performed under this contract will be accomplished on and around Naval Base, Guam, NAB Coronado, CA, and JEB Little Creek, VA The outcome of this effort is to provide a low to no impact selectable exercise and training solution for the training department personnel who will utilize this contract to evaluate and qualify EOD platoons prior to deployment. EODMU5 is currently procuring EOD training aids via Defense Logistics Agency (Tailored Logistics Support).� This procurement method is only support the training aids and not the assembly and disassembly of the training aids. 1.� Questions regarding this Sources Sought announcement shall be submitted no later than 16MAR23 by 12:00 PM Japan Standard Time (JST). Verbal questions will not be accepted. All questions MUST be in writing via email to: Contract Specialist, andrewjames.c.cortez.civ@us.navy.mil 2.� Please put (EODMU5-Training Aid and Exercise Support) in the email�s subject line. 3.� If your firm has the potential capacity to provide all supplies/services with regards to EODMU5 Training Aid and Exercise Support in accordance with the requirement description, please provide the following information: ���� a.� Business name, address, email address, web site address, telephone number, UEI number, CAGE code, business size, and a statement (if applicable) regarding small business socioeconomic status (ie., SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.). Businesses must ensure that their SAM.gov representations and certifications, and business profiles reflect the stated socioeconomic status and are active. ���� b.� A brief capabilities statement demonstrating the capabilities in reference to this requirement.� No particular format is mandated.� The Government prefers that your firm submits its response in Microsoft Word, Adobe Acrobat, or a combination of both and the document must be searchable. 4.Sample Support Package: See attached.
