- The Federal Emergency Management Agency intends to contract under the authority of 41 U.S.C. 3304(a)(1), Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The sole source extension will be issued to six (6) multiple award participants under the current advance Logistics Housing Operations Unit Installation, Maintenance, and Deactivation (LogHOUSE) indefinite-delivery/indefinite-quantity (ID/IQ) contracts with no impact to the overall ceiling of $2,730,000,000. The six (6) contract holders are as follows: Contract 70FB8018D00000010: APTIM FEDERAL SERVICES LLC,�150 Royall Street., Suite 103, Canton, MA 02021 Contract 70FB8018D00000011: CH2M FACILITY SUPPORT SERVICES LLC, 2551 Dulles View Drive, Suite 700, Herndon, VA� 20171 Contract 70FB8018D00000012: DISASTER SOLUTIONS ALLIANCE LLC,�12420 Milestone Center Drive, Suite 150, Germantown, MD 20876 Contract 70FB8018D00000013: MLU SERVICES INC,�573 Hawthorne Ave, Athens, GA 30606 Contract 70FB8018D00000021: WINDSTORM MITIGATION INC,�916 N Monroe Street, Tallahassee, FL 32303 Contract 70FB8018D00000022: TIMBERLINE CONSTRUCTION GROUP LLC,�87 Pardue Rd., Pelham, AL 35124 The requirement is for existing non-personal services that include hauling, installation, and maintenance for Transportable Temporary Housing Units (TTHUs) including deactivation support, and development and construction of group sites for disaster survivors. These contracts are awarded to contractors who have the unique capability and capacity to respond in short notice by providing housing support services that can span multiple direct housing missions anywhere within the Contiguous 48 United States (CONUS).� LogHOUSE services, include, but are not limited to: Transportation and installation of TTHUs to group sites, commercial park, and private sites Staging Areas: staging area management and support, including but not limited to, staging area design and construction, staffing and operations Site inspections for potential placement of temporary housing on private sites Temporary hoteling of occupants Maintenance and deactivation: resources tracking, monitoring, inventory management Transportation, and unit upkeep and maintenance for TTHUs; deactivation and removal of TTHUs Group Site and Emergency Group Site Construction: site assessments for potential group site and placement of temporary housing; installation, group site/facility design services and construction for addressing temporary housing Group Site Maintenance: maintenance of the roads, grounds, and infrastructure of the groups site Commercial Park Expansion Manufactured Home and Recreational Vehicles: refurbish, upgrade, or expansion of commercial parks to include the design and construction Maintenance: Includes establishing and maintaining a maintenance hotline with a toll-free number to receive and process maintenance request from occupants of� TTHUs; developing a plan to cover routine, manufacturer and emergency maintenance; maintaining sector call centers to receive maintenance request from occupants of FEMA owned and operated TTHUs; forwarding maintenance request to the appropriate maintenance contractor; collecting and analyzing data on maintenance contractor responsiveness; and repairs Base Camp and Contractor field Offices: the design and construction of base camp housing and office space for contractor personnel when there are limited accommodations in the area of disaster operations Field Operations Support: program implementation support and management; housing strategy support (e.g., gather, analyze, and issue recommendations related to short, medium- and long-term housing solutions); technical support staffing (e.g., assist in identification of housing needs/solutions). The Contractor will be required to provide optimal level staffing to support field deployment requirements to include preparing and submitting reports, work order processing and tracking and meeting all field-based deliverables. In fulfillment of this work, the contractor will develop a system for managing, tracking, and following up on the status of tasks, projects, and associated activities consistent with FEMA�s requirements. Technical Assistance Field Augmentation Support: Contractor shall establish a contingent of field subject matter experts that are qualified to evaluate the workmanship and safety of work that is being performed or has already been performed in another sector.� The purpose of this team is to augment the FEMA field staff as needed and to provide a level of expertise currently unavailable within FEMA staffing. This contractor technical assistance team must be ready to deploy within 24 hours of a signed task order and must have a ready-to-go contingent of licensed, certified, and credentialed employees in the following specialties: civil engineering; electricians; plumbers; carpenters and safety engineers. Training and Exercises: To ensure contractors remain ready to deploy as required, there will be at least an annual scenario-based training exercise conducted at a FEMA site. After action reviews will be conducted both at the end of the exercise and as needed during real world responses signed task order and must have a ready-to-go contingent of licensed, certified, and credentialed employees in the following specialties: civil engineering; electricians. The contract extensions will be put in place to provide services to allow time for the acquisition follow-on. The modifications will add two (2) option periods, Option 1 for eight (8) months, and Option 2 for four (4) months, totaling a maximum 12-month period of performance extension for the program sources. The NAICS code is 236220, Commercial and Institutional Building Construction, with a corresponding size standard of $45M. This Notice of Intent to award a Sole Source 12-month extension is not a request for competitive proposals. There will not be a solicitation or Request for Proposals (RFP) issued. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. All information received from this notice shall be used for planning and market research purposes only. The determination to refrain from competing proposed contracts based on responses to this notice is solely within the discretion of the Government. The Government will not pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received. Interested parties may express interest and provide a capability statement no later than 6:30 PM, Eastern Standard Time (EST), March 16, 2023.
