- A. Disclaimer. This sources sought/Request for Information is for informational purposes only. This is not a �request for proposal (RFP). It does not constitute a solicitation and shall not be construed as a commitment by the government. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources and to inform the acquisition planning of this procurement only and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. Responses will not be returned to the responder. Not responding to this notice does not preclude participation in any future Request for Proposal (RFP), if any is issued. If a solicitation is released, it will be synopsized on the Government- Wide Point of Entry (GPE). It is the responsibility of potential Offerors to monitor the GPE for additional information pertaining to this requirement. B. Requirement Summary. The Government is currently in the planning phase of the re-compete for contract W91RUS-17-C-044 for non-personal Brigade and Battalion levels of staff support services in the areas of Administrative support, Operations support, Information Systems Engineering Support, and Logistics Support to the 160th Signal Brigade and subordinate commands within the CENTCOM Area of Operation (AOR), which is roughly defined as being located in Southwest Asia and Central Asia. Performance under this contract will require travel between the various 160th Signal Brigade sites, facilities, and forward deployed locations. C. Small Business Participation. All support services will be performed in OCONUS; however, the Contracting Officer has determined that subcontracting opportunities do exist for this requirement and that small businesses should be afforded the maximum practicable opportunity to participate. D. NAICS and PSC. The applicable NAICS code for this requirement is 561110 with a Small Business Size Standard of $7.5 million. The Product Service Code is R699. E. Anticipated Solicitation Methodology. The following information in this section is subject to change based on Market Research and other acquisition planning factors and is being provided for the benefit of Industry in deciding interest and capability to perform this requirement. 1. Reference the attached DRAFT PWS and DD 254. Note: PWS is in DRAFT status and is subject to change. Attachments include - PWS Appendix A Appendix B Appendix C DD 254 DD 254 Continuation Sheet 2. The solicitation will utilize the competitive procedures described in FAR Part 15. 3. A single �C� type contract is anticipated. 4. Period of Performance includes: Phase In/Phase-Out: 2 months Base Period:10 months Option One: for 12 months Option Two: for 12 months Option Three: for 12 months Option Four: for 12 months Option to Extend Services IAW 52.217-8 for six months 5. The contract Award will be made based on the best value, overall trade-off proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the evaluation factors of Mission Support (subfactors include management, small business participation, technical and quality control), Past Performance, and Cost. 6. Historical CLIN structure is as follows: Labor (CPFF) Defense Based Act (DBA) Insurance (Cost) Overtime/callout (CPFF) ODCs Materials (Cost) ODCs Non-Materials (Cost) ODCs Travel, Training and Per Diem (Cost) ODC Housing (Cost) ODCs Leased Vehicles (Cost) Services Reporting (Cost) 7. The current services are performed under contract W91RUS-17-C-044, which expires on 30 November 2022. The Government anticipates utilizing the full 6 month extension of services under clause 52.217-8. Target award for replacement contract is on or before 01 APR 2023. F. Market Research Goals. The Goals of this Market Research include: Increase competition at the prime and subcontracting levels in order to achieve lower costs, better quality, and additional sources to fulfill Warfighter needs. Understand alternate solutions available in the marketplace that could influence the selection of evaluation factors, contracting and source selection methods, and amount and type of requested proposal information. Understand market conditions that would be affected by the passage of time and other variables (i.e., changes in supply or demand, technology, laws, and supplier costs), sources, and capability to support the requirements and acquisition strategy/ Identify the size, capability and status of potential Contractors to satisfy the Government's mandate to support socioeconomic programs or solicit on an unrestricted basis. Assess the competitiveness of the market. Identify customary practices to mitigate technical, performance, schedule and cost risk associated with the requirement. Identify the requirements of any laws and regulations unique to the item being procured. Identify benchmarks to track progress during contract performance. G. Request for Information (RFI). ACC is seeking the following detailed information to assist in making various acquisition decisions that may be used to refine the requirement, develop the acquisition strategy/plan, solicitation, terms and conditions, and evaluation criteria for source selection. 1. Industry Capability � How do you envision staffing the contract? What is your approach to managing the contract (site leads, local support, etc.)? What is your company's capture rate for incumbent staff? How does the company recruit and retain qualified personnel for an overseas location? What is the company�s retention rate? Describe your company's experience in transition, particularly where incumbent staff are involved.�As well as the process and timeline for backfills in the event of any loss of personnel?�How do you propose to meet the requirements of the PWS with a loss of personnel should this occur? What is the company�s process/policy to remedy contract employee issues? Please provide an example of how the company has handled resolving employee disputes/disgruntled employees in the past. Describe what quality control measures your company has in place to meet the requirements for deliverables in the PWS as they relate to quality of service and schedule. Describe your approach for proposing the Cost of Living Allowance (COLA) for each location. 2. Performance Requirements � What forces might drive up prices in the near future (e.g., strikes, labor shortages, energy shortages, raw material shortages, etc.)? What forces might lead to lower prices in the future? Describe the quality and thoroughness of the Government�s technical performance documents to include suggestions for improvement before contract solicitation. Is there sufficient information in the PWS to understand magnitude and accurately propose FTEs? Identify any portions of the requirements that are restrictive. Identify what you believe to be the key performance standards and how they should be measured. For example, identify your insights on metrics related to cost, schedule, and performance in the delivery of services (e.g., Operational Management considerations such as adequate application of skill mix, efficiency in processes to establish cost avoidance, and reduced rework Identify any recommended strategies to address changes in direct labor rates over the life of the contract. 3. Business Arrangements � Identify customary practices to mitigate technical, performance, schedule and cost risk associated with the requirement. Identify your recommended proposal discriminators/evaluation factors. Identify your recommended CLIN structure and the reason why. Identify your recommended cost control measures and the reason why. Identify your recommended contract type and the reason why. Identify any potential contract vehicles that already exist which may be employed to satisfy this requirement. 4. Past Performance � What type, size, and length of contracts has the company held as a Prime? Were option years involved and executed? Does your company have past experience related to this requirement? Would your company recommend that the option for rating past performance be a table of adjectival ratings or acceptable and unacceptable? Why? 5. Subcontractors and Small Business Participation � Information related to the subcontracting possibilities and what percentage of work in terms of dollars or FTEs should be reserved for Small Business in the event that the acquisition strategy is unrestricted. Information on small business capability to perform the requirement under the NAICS code 561110. Companies who respond should clearly identify whether they are eligible as a small business so the Government can properly assess the percentage of the total contract value for overall Small Business Participation. How would subcontracting opportunities for small businesses be determined? By function? By location? Other? Would your company recommend that the extent of participation by small business concerns (DFARS 215.304) be evaluated as a separate Small Business Participation evaluation factor, as a sub-factor under the technical factor, or within the evaluation of one of the technical sub-factors? Why? Would your company recommend any type of subcontracting incentives IAW FAR 19.708(c), Incentive Subcontracting Program? If so, what type? Given the fact that this requirement could span to multiple OCONUS locations, how would your company manage its subcontractors, both large and/or small? Address your understanding of the potential for major subcontractor involvement and the strategy to balance monitoring of key subcontractors with prime contractor privity. Identify name, location, point of contact and an assessment of contractor and/or subcontractor capabilities to meet our requirements in terms of performance, cost, schedule and risk. How would you manage subcontractors and implement cost controls? How do you plan to fulfill any small business participation requirements? For these OCONUS requirements, is there any type of special support your company would need to provide to subcontractors who are small businesses? H. Submission Details. Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Arial font, 12 pitch. The deadline for response is 15 calendar days from release of this RFI, which is COB 30 March 2022. All responses under this RFI must be e-mailed to the Contracting Officer, Regan T.
