Description
Pursuant to Federal Acquisition Regulation (FAR) subpart 6.302-1, Soliciting from a single source the U.S. Nuclear Regulatory Commission (NRC), Office of Administration (ADM), intends to issue a sole source contract to GSE Performance Solutions, Inc., 1332 Londontown Blvd., Suite 200, Sykesville, MD 21784 under the authority of Federal Acquisition Regulation subpart 6.302-1(a). The NRC proposes to enter into a sole source arrangement with GSE Performance Solutions, Incorporated. The objective is to obtain contractor product (hardware and software) and engineering support to assist the NRC�s Human Performance Test Facility (HPTF) in upgrading and maintaining their Generic Pressurized Water Reactor (GPWR) simulators, and to procure simulation engineering support to aid in the development of scenarios and other materials to be used in laboratory human factors research. The NRC uses GSE Performance Solutions proprietary software and hardware in the HPTF. The HPTF was established in 2012 as a response to the commission requirement (SECY-08-0195), requiring agency staff to begin conducting in-house human factors research. The proprietary hardware and software provided by GSE form the lightweight simulator-based solution used to fulfill the human performance testing requirement. The Period of Performance shall be a Base Period from April 17, 2023 through�April 16, 2024 and four one-year Option Periods.� The total estimated value of this contract is approximately $447,509, inclusive of the Base and all Option Periods.� The Government intends to solicit and negotiate directly with the GSE Performance Solutions Inc., and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, if any interested party believes they can meet the above requirements, it may submit a statement of capabilities. �The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirements. Additionally, in order to perform work for the NRC, potential sources must be free of conflict of interest (COI). ��For information on the NRC COI regulations, visit NRC Acquisition Regulation Subpart 2009.5 (http://www.nrc.gov/about-nrc/contracting/48cfr-ch20.html).� A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. �All interested parties must express their interest and capabilities in writing via email to �Jerry.Purcell@nrc.gov. �No faxed documents will be accepted. �Statement of capabilities are due by 03/24/2023 at 12:00 PM ED.
