Description
STATEMENT OF WORK 1. BACKGROUND. This project is designed to transform the Veterans Affairs Northern Indiana Healthcare System (VANIHCS) business operations by modernizing signage and wayfinding focusing resources more efficiently to be competitive and to provide world-class customer service to Veterans and its employees at the Ft Wayne VA. The signage at the Ft Wayne VANIHCS campus needs to be standardized and updated after years of construction and remodeling. VANIHCS has a recurring need for wayfinding design and information sharing. Wayfinding services includes the analysis of the traffic flow of the facility, uniquely tailored signage design that considers the special needs of VANIHCS users, strategic sign placement based on the results of the flow analysis, and new or replacement of signage components. The wayfinding solution is crucial to the Veterans experience at the VANIHCS. Wayfinding solutions are not just signs, they are the analysis, design and implementation of a comprehensive system that enables users including Veterans, their families, and medical center personnel to navigate through new and unfamiliar surroundings quickly and easily. VANIHCS is looking to incorporate new electronic directories and maps wayfinding solutions and upgrade exterior electric signs. 2. DELIVERABLES. The Architect and Engineer (A/E) must provide all designs and estimates necessary to Install Electronic Wayfinding at the Ft Wayne VANIHCS campus per the VA Signage in Design Guide dated December 2012 and the VA graphic Standards Guide dated August 2012 found on the VA Technical Information Library https://www.cfm.va.gov/TIL/. VANIHCS needs a comprehensive wayfinding program that is flexible, sustainable, and maintainable for years to come. Design should include, but may not be limited to, the following: Exterior electric billboard Remove four old display boards Replace with four new display boards Provide appropriate software and training Relocate Randallia Drive sign (to new location approximate 300 feet away). Interior electric signs Digital directory in lobby (shows directory of entire building 1) Digital directory at each elevator bank on each floor (directory of specific floor, six total) Digital map in lobby (shows building 1) Digital map in lobby (shows entire campus) Digital directories/maps can be controlled/modified/updated by VA The A/E must deliver two printed sets of each drawing to the VANIHCS sized ANSI C and ANSI E and a digital set via a share platform as specified in offer. 3. PERIOD OF PERFORMANCE. Design to be completed within 120 calendar days from notice to proceed. 4. LOCATION. All work to be completed at the VA Northern Indiana Health Care (VANIHCS) Ft Wayne Campus, 2121 Lake Ave, Ft Wayne, IN 46805. SELECTION CRITERIA The government will evaluate each potential contractor under the terms of its: a. Professional qualifications necessary for satisfactory performance of required services; b. Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; c. Capacity to accomplish the work in the required time; d. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; e. Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. SUBMITTAL INSTRUCTIONS. All interested and capable contractors must submit an electronic copy of their SF330s, via email, by the closing time/date of this announcement. No hard/physical copies will be accepted. They must be submitted to the contract specialist at brian.rosciszewski@va.gov.
