Description
THIS IS NOT A REQUEST FOR PROPOSAL 9400 Block Hammerhead Barracks Renovation, Fort Hood, Texas GENERAL INFORMATION: The proposed project will be an unrestricted acquisition to design and construct the 9400 Hammerhead Barracks Renovation at Fort Hood, Texas. The North American Industrial Classification System code is 236220, which has a size standard of $45 million. The magnitude of construction is between $100,000,000.00 and $250,000,000.00. The solicitation is anticipated to be issued on or around 24 March 2023 using a Two-Phase Design Build Process in accordance with FAR 36.3 -Two-Phase Design-Build Selection Procedures. A firm-fixed-price contract will be negotiated. The contract is anticipated to be awarded in September 2023. To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at https://www.sam.gov/SAM/. No state level certifications will be accepted. � PROJECT INFORMATION: The project will design and construct the renovations of Hammerhead Barracks B9418, B9419, B9420, B9421, B9422, and Central Utility Plant (CUP) B9417 as part of the base bid with Barracks B9423, B9424, and B9425 as separate bid options.� The Existing Hammerhead Barracks (B9418 to B9425) will be renovated at Fort Hood, TX. Each barracks building is 3-Stories, has a basement, and includes Company Operations Facilities (COF) that contain two arms vaults and secure storage rooms. Renovations will include: Complete renovation/redesign of, the basement secure storage, basement arms rooms; TA-50 Locker Rooms; first floor COF; Standing Seam Metal Roofs; Exterior Finishes, and Interior Finishes (Walls/Ceilings/Floors); New Barracks (2nd and 3rd floors) Floor Plans comprising of 2 Bedroom dwelling units, with 1 Kitchen, 1 Common Area, and 1 Bathroom; Replacement of underground chilled water piping, New HVAC Systems (DOAS, Hydronic Boilers, Fan Coil Units), Plumbing Systems, Fire Protection; Cybersecurity Systems; Lighting & Electrical Systems; Telecommunication Systems; Fire Alarm and Mass Notification Systems; and Site Improvements (Drainage, Roadway/Sidewalk Upgrades, Utility Upgrades: Electrical, Sanitary Sewer, Domestic Water, and Natural Gas). LEED Silver is required. One Central Utility Plant (CUP) B9417 will be renovated at Fort Hood, TX as part of the base bid. The CUP Renovation will include site improvements, a full electrical and lighting upgrade to the facility, replacement of existing ventilation system, replacement of select chilled water pumps, replacement of the existing roof with an insulated metal roof to match the new surrounding Hammerhead Barracks roof, and repairs to the existing building exterior system. LEED is not a requirement for the B9417 CUP. This solicitation will be evaluated under the Two-Phase Design Build Process in accordance with FAR 36.3-Two-Phase Design-Build Selection Procedures. In Phase 1, interested firms or joint venture entities (referred to as ""Offerors"") will submit a proposal demonstrating their past performance and capability to successfully execute this requirement. The Government will evaluate the performance capacity in accordance with the criteria described in the Phase 1 solicitation and intends to select a target of five (5) of the Phase 1 offerors to compete in Phase 2. In Phase 2, the selected offerors will submit a technical proposal and a price proposal. The Government will evaluate the Phase 2 proposals, in accordance with the criteria described for Phase 2 in the solicitation, and award the contract to the responsible offeror, whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall ""best value"" to the Government, considering all technical and non-technical factors including cost or price identified under Phases 1 and 2. Anticipated project completion is 720 days from Notice to Proceed (NTP). The project design / construction will be phased with the first phase completed within 720 days of NTP and the final phase of the base bid complete within 900 days of NTP.
