- Description
- The Naval Air Systems Command (NAVAIR) intends to issue a Request for Proposal (RFP) for a planned contract action for the procurement of services and supplies in support of existing sealant removal, reapplication of EF-5992 sealant, and pressure checking of the fuel cells and surfaces for up to eleven (11) E-6B Aircraft. This work will be performed during aircraft depot maintenance inductions located at Tinker Air Force Base Oklahoma City, Oklahoma. A �NAVAIR approved medium pressure stripping process must be utilized for the removal of existing sealant.�This process shall be used on Leading and Trailing Edge Spars, Body Buttock Line (BBL) 70.5, and Fuel Tank Sealant upgrades. NAVAIR approval of the medium pressure stripping process will be required by the proposal submission date to be eligible for contract award. For planning purposes, it is projected that the Request for Proposal (RFP) for this requirement will be released in the 3rd quarter of Calendar Year 2023 with proposals due within 45 days. � This notice of intent is to provide an opportunity to timely obtain required NAVAIR approval of medium pressure water (15,000 PSI or less) process for rapid removal of elastomeric sealant from aircraft structures. This approval requires a review of vendor procedures and process specifications, instructions, and pre- and post-inspection checklists to remove polysulfide or polythioether integral fuel tank sealants and a NAVAIR-witnessed demonstration/validation of the process on representative scrap fuel tank components at the vendor�s facilities or NAVAIR-approved location to include but not limited to proper post-demonstration disassembly of the integral fuel tank component for access to the internal structure to assess removal efficacy and perform water entrapment tests. Interested parties in seeking NAVAIR approval of the medium pressure stripping process shall provide procedures and process specification, instructions and pre/post inspection checklist for the removal of polysulfide or polythioether integral fuel tank sealants for review to the following Government POCs no later than 24 March 2023, with notice to PCO of the submission: ����������� Joseph Santa Maria (joseph.a.santamaria4.civ@us.navy.mil) Alexandra Lower (alexandra.n.lower.civ@us.navy.mil) Diane Kleinschmidt (diane.l.kleinschmidt.civ@us.navy.mil) After review of the documents a date, time and place for the required demonstration will be coordinated. This notice of intent is not a request for proposal. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above.
