Description

THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Program Executive Officer Land Systems (PEO LS), Marine Corps, Quantico, VA 22134 intends to enter into sole source negotiations and subsequently award a Firm Fixed Price modification to Northrop Grumman Systems Corp. (NGSC), 1504A, W Nursery Road, Linthicum Heights 21090-2202 (Cage Code: 2S209). This effort is estimated for award in the fourth quarter of Fiscal Year 2023 with an approximate period of performance of 72 months. Contract M67854-19-C-0043 is currently the Full Rate Production (FRP) contract for the manufacture, production, certification (through testing), and delivery of 30 G/ATOR FRP systems and operating spares, in accordance with the Government performance specification, for Program Manager G/ATOR (PM G/ATOR). The subject modification is for the manufacture, production, certification (through testing) and delivery of 16 additional G/ATOR FRP systems in accordance with the Government performance specification. The Government has determined that NGSC is the only responsible source capable of the manufacture, production, certification (through testing) and delivery of 16 additional G/ATOR FRP systems as this effort requires the possession of the comprehensive Technical Data Package (TDP).� A significant amount of the TDP and other technical data required for the delivery of these 16 additional G/ATOR FRP systems remains proprietary to NGSC and its subcontractors, and NGSC has asserted restrictions to much of this data. Therefore, PEO LS is currently unable to provide the technical data required for the manufacture, production, certification (through testing), and delivery of these additional systems. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(A) ""Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements"". Unless stated herein, no additional information is available. Requests for the same will be disregarded. Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement, if received within seven calendar days after the date of the publication of this synopsis. The Government will consider all information received by the response date. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. All submissions become Government (USG) property and will not be returned. Contractors are advised the USG will not pay for any information or administrative costs incurred in response to this notice of intent. The North American Industry Classification System code is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.
