NOTICE OF INTENT TO SOLE SOURCE SOLICITATION/NOTICE NUMBER: 75N95023Q00151 TITLE: Nikon Laser Combiner with Cameras and Adaptors CLASSIFICATION CODE: 6515 - Medical and Surgical Instruments, Equipment, and Supplies NAICS CODE: 334516�Analytical Laboratory Instrument Manufacturing RESPONSE DATE: March 19, 2023 PRIMARY POINT OF CONTACT: Sneha Singh, Contracting Officer NIDA Office of Acquisition, Contracts Management Branch Red sneha.singh@nih.gov DESCRIPTION: THIS IS A PRE-SOLICITATION NOTICE OF INTENT TO AWARD ON A SOLE SOURCE BASIS.� THIS IS NOT A REQUEST FOR QUOTE/PROPOSALS. The purpose of this requirement is to provide the National Institute of Neurological Disorders and Stroke (NINDS) Cell Biology and Biophysics unit (CBBU) with a Nikon LuNF-XL dual fiber laser launch and 2 Andor ixon 888 emCCD cameras coupled with a 1.5xTUCAM and the associated hardware and software control components to replace equipment that was damaged in a recent flood. The LUNF-XL will allow a dual fiber output to supply illumination to two optical setups and the two Andor 888 cameras are necessary to achieve single molecule sensitivity over large fields of view. One Nikon Ti2-TIRF system as follows: ����� A Nikon LUNF-XL Laser combiner ������ Combiner must support dual fiber output ������ Combiner must support high power 405/488/561/640 nm lasers ������ Combiner must be controllable and driven by NIS elements software ����� Two Andor iXon 888 emCCD cameras ������ Cameras must have a 1024x1024 sensor array at a 13 �m pixel size ������ Cameras must be controllable by NIS Elements software ������ Cameras must be able to be controlled simultaneously ����� One Andor TUCAM dual camera combiner ������ Camera Combiner must support 2 camera simultaneous operation ������ Camera Combiner must have easily swappable customizable dichroic cubes ����� A certified Nikon representative to install and inspect the combiner and cameras � prior to their use This requirement is for the above equipment to be delivered and installed no later than 90 days after receipt of award, which NIH intends to award on a sole-source basis to Nikon Instruments Inc. � NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE and SET ASIDE STATUS The intended procurement is classified under NAICS 334516�Analytical Laboratory Instrument Manufacturing with a Size Standard of 1,000 employees. This acquisition is NOT set aside for small businesses. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal acquisition Regulations (FAR) in effect through Federal Acquisition Circular (FAC) 2023-02, dated 02/22/2023. BACKGROUND, PURPOSE AND OBJECTIVES OF REQUIREMENT The NINDS CBBU performs measurements of microtubules and microtubule associated proteins and their kinetics and dynamics at the single molecule level. It is imperative that they are able to image the microtubules in one color and the microtubule associated proteins in the other. These measurements require simultaneous, multicolor imaging coupled with single molecule sensitivity. The combination of the LUNF-XL and dual Andor 888 cameras will enable us to perform these measurements. The estimated period of performance is 90 days from receipt of award. SINGLE-SOLE SOURCE DETERMINATION This acquisition is conducted as non-competitive under the authority of 41 U.S.C. 253(c) under provisions of the statutory authority of FAR Subpart 6.302-1 � only one responsible source and no other supplies or services will satisfy agency requirements. The CBBU at NINDS currently operates a Nikon microscope that is under warranty. Installation of a component by a 3rd party (one that is not Nikon) will void this warranty, therefore the laser combiners and cameras must be purchased from Nikon Inc. In addition, the system is controlled by Nikon Elements Software, and Nikon is the only vendor able to supply the necessary software/hardware interface to Nikon Elements software. Nikon is the only source for these components and purchasing the system without the Elements control modules would render the camera and combiner useless. These items are a replacement for items damaged during a flood and must be purchased from Nikon to ensure compatibility with existing systems in the lab and continuation of research.� Nikon Instruments Inc. combines products as a proprietary integration via NIS-Elements software, an exclusive Nikon interface. Items to be integrated and supported by Nikon Instruments must be purchased through Nikon to ensure proper integration, safety standards, and performance to factory specifications. Obtaining these products from an outside source with the intent to integrate with the Nikon system would result in a voided factory warranty and could be in violation of being non-compliant to CDRH certification safety standards. As there is only one vendor authorized to provide the equipment and services, the Government intends to issue an award on a sole-source basis to the following contractor: Nikon Instruments Inc. 1300 Walt Whitman Road Melville, NY 11747-3064 Contract Type: A firm-fixed price contract is planned for this acquisition, consistent with commercial practices. CLOSING STATEMENT This synopsis is not a request for competitive proposals.� However, interested parties may identify their interest and capability to respond to this notice.� An interested Offeror must be able to successfully demonstrate its capability to independently, and not as an agent of the Government perform the requirements described above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. Responses to this notice must include sufficient information to establish the interested parties� bona-fide capabilities and experience of providing the service described above. Interested parties shall provide a description of experience and capability, describe the proposed technical approach and include any other information or factors that may be considered.� Such factors may include: past performance; special features or equipment required for effective program performance. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, F.O.B. Point (Destination or Origin), product or catalog number(s). In addition the SAM Unique Entity Identifier (UEI), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM)�www.sam.gov.
