- An amendment to this Source Sought Notice (SSN) is hereby posted with a DRAFT Performance Work Statement (PWS) for this requirement to seek potential questions from prospective Offerors.��The SSN closing date shall remain the same at 20 March 2023 by 3:00PM Eastern Standard Time (EST) for responses. The U.S. Army The Army Futures Command, Combat Capabilities Development Command, Armaments Center (DEVCOM AC) is issuing an updated Sources Sought Notice with a corrected NAICS code of 541715 to determine if there are interested and qualified small businesses and expertise for the following effort. The U.S. Army is conducting a Market Survey to identify Contractors capable to provide support in the areas of Large Caliber Cannon Engineering and Development, Weapons Research and Development, AT-System Testing/Diagnostics, Netcentric and off platform testing. The Contractor shall provide all personnel, equipment, material, tools, supervision, quality control, and other items necessary to provide engineering services to support new or on-going development projects. The work shall be consist of design, development, and production support for the areas identified. Interested contractors can submit their qualifications for one, two or all three of the required functional areas. Each of the requirements will be evaluated separately. Functional Area 1: Large Caliber Cannon Engineering: The contractor shall have the capabilities to provide support and enhancements to new or ongoing developmental efforts, production and fielded items. The contractor shall have the ability to perform systems design and engineering, abstract or concept studies, analysis and investigations on large caliber cannon weapons systems. The contractor shall be able to perform risk analysis, survey, design tradeoffs, analytical evaluations of effectiveness and performance in adverse military environments. The contractor shall be able to support structural analysis of large caliber cannon assembly components, computational and analytical stress calculations, Finite Element Analysis (FEA), Manufacturing and producibility studies, component failure analysis, Reverse engineering, and manufacturing process recommendations. The contractor shall have expertise with Geometric Dimensioning and Tolerancing per ASME Y14.5 and PTC Creo and Product Lifecycle Management (PLM) software PTC WindChill. The contractor shall have experience with providing operation, production and maintenance support services for large caliber cannons. Functional Area 2: Weapons Research & Design Services: The contractor(s) shall have conducted processes and methods studies; materials investigations, evaluations, design prove out. The contractor will be able to perform design and materials compatibility studies, producibility studies, technical risk and tradeoff studies, and life cycle cost estimating. The contractor(s) shall have the ability to perform computer aided design analysis, develop special assembly and test equipment, generate quality assurance documentation, and prepare engineering drawings and technical data for design and/or manufacturing/production. The contractor(s) shall be required to prepare specific documentation, conduct tests, and provide analyses and reports. The contractor shall be required to prepare CREO and manual layouts for hardware, electronic circuitry, printed and integrated circuit designs, determine functional hardware and software specifications, and perform CREO and computer aided software analyses. The contractor shall also be have the ability to support test instrumentation and hardware fabrication and repair/modification, develop testing techniques, design and fabricate various types of tooling and develop and produce prototype hardware. Functional Area 3: AT-System Testing/Diagnostics, Netcentric and off platform testing: The contractor shall have extensive experience and expertise in the life cycle support of AT-System Test Kits and Test Program Sets(s). The Contractor shall have design, assembly, test and maintenance experience with prototype hardware and kits to support automated testing functions for fielded systems. The contractor's responsibility shall include but is not limited to: indexing systems, servo drives, multi-axis motion controllers, servo motors, amplifiers and stepper controls and Input /Output(l/0) operator interfaces. The contractor shall provide task specific assistance in applied research, engineering analysis, program design, software development, testing, documentation, and training. The contractor shall have expertise in applied research, engineering analysis, program design, software development, testing, documentation, and training. The contractor shall have experience with developing software using a variety of productivity tools that enable fielding the products. The Contractor shall be experienced with the design, development, test and maintenance of interface hardware with Diagnostics and System Health (DASH), in support of diagnostics software. The contractor shall have extensive experience in diagnostics Startup Built In Test (SBIT), Background Built in Test (BBIT), and Interface Built-In Test (IBIT) software and the DASH. The contractor shall be experienced in Automatic Test Equipment (ATE) hardware and software as well as proficient knowledge in Army Line Replaceable Units (LRUs) and Shop Replaceable Units (SRUs) functionality and maintenance philosophies. The Contractor shall be experienced with automatic test hardware including Integrated Family of Test Equipment (IFTE), Next Generation Automatic Test System (NGATS), Maintenance Support Device (MSD), and DITMCO. The Contractor shall develop software using a variety of productivity tools that enable fielding the products in a multi-platform environment. The software shall be targeted for multi-user applications in a network environment employing state-of-the-art use of Graphical User Interface (GUI), graphic display, database, visualization, map and animation technology, using object-oriented programming concepts. The coding on these projects shall be done in various programming language, to include but not limited to FORTRAN, C/C++, C# Visual Basic.net.; ATLAS, LabView, Lab Windows CVI, Test Stand, Test Studio, IRWindows, Python and other emerging software languages. The Contractor shall be required to have extensive experience in all the above listed languages. The areas requiring support may be performed at either the Contractor's facility with no Government Furnished Equipment (GFE) or on site at Picatinny Arsenal, Watervilet Arsenal or another government location which has the required equipment. The Government may provide technical data or GFE to support this effort based on the current availability. The Contractor shall possess experience in development of relevant Department of Defense (DoD) compliant products. This Sources Sought announcement is for informational purposes only. This is not a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ). No solicitation document exists. The submission of this information is for planning purposes only and is not to be construed as a commitment by the Government to procure these services, nor does the Army intend to award on the basis of this Sources Sought/Market Survey or otherwise pay for the information requested. Interested parties are invited to indicate their interest by providing documents outlining their capabilities based upon the above description. Interested parties shall separate their responses for each functional area (if submitting against more than one). All responses shall include DUNS number, CAGE Code, and Small Business Socio-economic Sub-Category (if any).
