ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. THIS NOTICE IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT FOR ANY PURPOSE OTHER THAN MARKET RESEARCH. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE MARKET RESEARCH. Introduction: The goal of this announcement is to obtain information on available Architect-Engineering firms who can provide The Architectural Engineering Services Unit (AESU) and Facilities Management Unit (FMU) services to support the Federal Bureau of Investigation (FBI) architectural, engineering and design services. Services required include assisting the FBI professional staff in efficiently and effectively meeting the increasing requirements of the FBI by providing preliminary planning, feasibility studies, functional studies, conceptual design, development of design intent documents, and development and technical review of construction documents for renovation and construction projects. Construction estimating and review, project facilitation and inspection services during construction of projects may also be necessary. The contractor shall act in the government�s best interest at all times. The services are meant to expand the FBI staff�s capabilities to successfully accomplish its mission. This is a non-personal services task order.� The government shall not exercise any supervision or control over contract staff. Contract staff shall not determine � agency policy, program priorities for budget requests, direct or control federal employees, designate disposition of government property, determine what supplies or services the government will acquire, or participate as a voting member on source selection or performance evaluation boards, approve documents defining requirements, incentive plans and evaluation criteria. The contractor shall comply with personal conflict of interest requirements outlined in FAR clause 52.203-16. The anticipated contracts, when solicited, will be procured in accordance with the Selection of Architects and Engineers Statute (PL 92-582, formerly known as Brooks A-E Act), 40 USC Chapter 1101 et seq., as implemented by FAR Part 36.6. The determination of the acquisition strategy for this procurement lies solely with the Government and will be based on market research, previous acquisition lessons learned and other various information available to the Government. See attached Project Description document for details in the planned services. The Government anticipates soliciting and awarding multiple-award Indefinite Delivery / Indefinite Quantity (IDIQ) contracts. The multiple-award contracts are anticipated to be awarded for three separate regions: Region 1� National Capital Region (including Quantico) within a radius of 110 miles of the J. Edgar Hoover Building, District of Columbia Region 2 � Huntsville, Alabama within a radius of 200 miles of the FBI Redstone Campus Region 3 � Clarksburg, West Virginia within a radius of 200 miles of the FBI Campus Note: Services may also be performed at other FBI facilities throughout the United States. If the project does not fall within the geographical boundaries of the 3 Regions listed above, then fair opportunity will be provided to firms within all 3 Regions, and they will be eligible for award provided the individual state�s licensure and registration requirements can be met. Anticipated Delivery Schedule: The period of performance is estimated to start in 3rd Quarter of Fiscal Year 2024 and is planned for one- year base period and 4 one-year option periods. In addition, each contract will include a 6-month option in accordance with FAR 52.217-8 Option to Extend Services. Capabilities Statement Requirements: Interested sources shall provide a response that addresses the information listed below. The Sources Sought response should demonstrate knowledge of, experience in, and ability to successfully execute the proposed Project Description. The Capability Statement should demonstrate the firm�s ability to meet and execute the requirements. Please ensure to address all questions requested by the Government to the Contracting Officer: General Firm Information Firm Name Point of Contact (name, phone number and email) Unique Entity ID (UEI) CAGE Code Firm Size Standard including socioeconomic status (8a, SDVOSB, WOSB, etc.). 2.Identify which region would your company be interest in competing? Please note that interested firms may compete for contracts under multiple regions. 3. NAICS: The NAICS codes for this proposed acquisition are listed below. All respondents MUST identify the primary nature of their business, business size in relation to the required NAICS codes and their ability to execute the required capabilities. NAICS 541310 � Architectural Services NAICS 541330 � Engineering Services If a small business, is your company capable of performing at least 50% of the tasks described in the attached Project Description document? What tasks would you subcontract (if applicable)? 4. Firms shall indicate the location of their active design production office(s) and the location of each design office proposed to be utilized for the specific Region of interest. Firms are required to be licensed/registered in the State(s) within the Region. Please provide a list of all states the firm is licensed/registered. 5. Provide professional qualifications and capabilities of key personnel that could perform under any potential contract. 6. Demonstrate the firm�s capability of responding to and working on multiple task orders concurrently. 7. Does your firm have a Facility Security Clearance (FCL)? If so, what level (Secret, Top Secret, etc.)? Please note, that a FCL is not a requirement of this project and will not preclude a Firm from competing. 8. Does your firm have any Foreign Ownership, Control or Influence (FOCI)? A firm is considered under FOCI whenever a foreign interest has the power (direct or indirect) by contractual arrangements or other means, to direct or decide matters affecting the management or operations of that company. Examples include: Ownership or beneficial ownership, direct or indirect, of 5 percent or more of the Offeror�s company�s voting securities by a foreign person. Ownership or beneficial ownership, direct or indirect, of 25 percent or more of any class of the Offeror�s company�s non-voting securities by a foreign person. Management positions, such as directors, officers, or executive personnel of the Offeror�s company held by non-U.S. citizens. Foreign person power, direct or indirect, to control the election, appointment, or tenure of directors, officers or executive personnel of the Offeror�s company or other decisions or activities of the Offeror�s company. Contracts, agreements, understandings, or arrangements between the Offeror�s company and a foreign person. Loan arrangements between the Offeror�s company and a foreign person if the Offeror�s company�s (the borrower) overall debt to equity ratio is 40:60 or greater; or financial obligations that are subject to the ability of a foreign person to demand repayment. Annual total revenues or net income in excess of 5 percent from a single foreign person or in excess of 30 percent from foreign persons in the aggregate. Ten percent or more of any class of the Offeror�s voting securities held in �nominee shares,� in �street names,� or in some other method that does not disclose the beneficial ownership of equitable title. Interlocking directors with foreign persons and any officer or management official of the Offeror�s company who is also employed by a foreign person. Any other factor that indicates or demonstrates a capability on the part of foreign persons to control or influence the operations or management of the Offeror�s company. Ownership of 10 percent or more of any foreign interest. Please note that FOCI does not preclude a firm from competing. Risk assessments will be done on a case-by-case basis during the solicitation phase and will be used to determine whether the use of a FOCI source poses an unacceptable security risk. 9. Provide any other relevant capability information or recommendations for the acquisition (contract type, contract vehicles, scope clarifications, etc.).
