Description
NOAA's Management & Budget Office Field Delegate, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with GDL Solutions on behalf of the Northwest Fisheries Science Center �for contractor services to design, procure, program and integrate ceiling mounted microphones system to the existing Crestron audio/video conference equipment at Seattle Washington, Montlake Auditorium in support of hybrid meetings and various styles of conference room settings.� The ceiling mounted microphone system needs to have the ability to pick-up sound from various types of conference room arrangements in both the foyer and the auditorium, with the capability to switch between wireless handheld microphone and ceiling mount microphone when required. In addition, the contractor will also be performing firmware upgrades and programming on existing conference equipment at Manchester, WA and Newport, OR to ensure the Crestron control panel, audio system and the video conferencing equipment are running the latest firmwares and work together flawlessly.The contractor must also provide one onsite training to NWFSC personnel and a one year warranty for all hardware equipment installed. GENERAL TECHNICAL REQUIREMENTS Expected outcomes and requirements of the microphone upgrade effort include the following except when noted otherwise in the following specific sections: Replace the existing microphone system (receiver and transmitter) with the following requirements: Microphone system needs to be ceiling mounted, Ceiling mounted microphones must be able to pick up sound from anywhere in the auditorium including the foyer with the option to switch on and off foyer ceiling-mounted microphones when needed.�� Ceiling-mounted microphone(s) must be able to integrate into our existing sound system and Crestron control unit. Ability to switch between using the wireless handheld and lapel microphones to the ceiling-mounted mics regardless of the conference setup. Ability to use both wireless handheld and ceiling mount microphones simultaneously and/or independently without audio feedback. Performing firmware update and programming enhancements on existing Crestron control panel, sound system and video conferencing unit. Ensure all conference rooms with Crestron touch panel and sound systems are all running the latest firmware updates. After the update, test and confirm all conference room audio and sound systems work flawlessly with Crestron touch panel, any changes to user interfaces will be documented and provided to the NWFSC project lead. Locations of service: Montlake Auditorium- Center building 1st floor. Manchester, WA � AV systems are located within its office located at 7305 Beach Drive E, Manchester, WA 98353 and include the following conference room. Approximate room dimensions and shapes are provided at the end of this document.Manchester Conference Room � Building 1, 2nd floor. �Newport, OR � AV systems are located within its office located at 2030 SE Marine Science Dr. Newport, OR 97365 and include the following conference rooms. Approximate room dimensions and shapes are provided at the end of this document. BFB 1st Floor Conference Room � Barry Fisheries building 1st floor. BFB 2nd Floor Conference Room � Barry Fisheries building 2nd floor. The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) NWFSC assessment that GDL Solution, Inc. was the vendor who custom designed, programmed, and installed the Montlake auditorium audio and video system sound system in 2022.� The Montlake auditorium sound systems consist of multiple audio components such as Crestron digital Media Presentation system 300, BiAmp Audio DSP 8 channels, QSC Audio Amplifiers, 4 speakers, and 4 wireless microphones, and all are programmed and designed to be centrally controlled and managed by the 10� Crestron user control panel.� In order to ensure the compatibility, consistency, programmability and seamless integration of the ceiling mounted microphones to the existing sound system, NWFSC deems it cost effective and less risky to have a familiar company identify the hardware requirement to install and integrate the ceiling mounted microphones to our existing system.� The programming of such complex systems are code based, therefore having a different vendor to provide such a service will take additional labor hours and downtime of our auditorium to debug and understand the existing programming in order to reprogram our existing audio system configuration in order to integrate the ceiling mounted microphones system. The NWFSC Single Source document requests that this sole source services be performed by April 28, 2023. It is recommended that a contract be sole sourced to a subject matter experts for this requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
