Description
Introduction The Naval Information Warfare Center (NIWC) Atlantic is conducting a resilience survey, looking for transformative technologies that are for existing (as is) tactical communications and networks at sea, air, land, space, and cyber domains. Resiliency is defined as the ability to recover from or adjust easily to adversity or change. It is the result of three key elements: route diversity, redundancy, and protective/restorative measures. Communications resiliency means a network can withstand damages, thereby minimizing the likelihood of a service outage. This RFI requests information about any state of the art/novel products and technologies available to shape a collaborative strategy with commercial partners (companies, universities, startups, or others) to accelerate development and fielding of the most promising approaches on how to enable resiliency in NAVAL / USMC Communications and Networks. Background NAVAL and JOINT battlefield operations use todays resilient Command, Control, and Communications (C3) in a distributed maritime operation (DMO) focused on cyber secure resilient communications & networks for use in contested environments. Continuous capability of communications and networks during a degraded operation environment is quintessential to supporting war fighting. The necessity of persistent sustainment of communication and network operations in distributed, denied, intermittent, and latent (DDIL) environments are enablers for assured communications in the NAVAL and JOINT forces. Research Study The NAVY is conducting a resilient research survey of advanced technologies (CONUS/OCONUS) that are enablers for communications and networks for NAVAL/JOINT forces focused technology and business capabilities areas: 1. Resilient technology and/or business framework for enabling resilient technologies a. Resilient mission critical categories allow prioritization of communications and networks usage i. Requirement routing protocol enablers for communications and network resiliency to withstand damages, thereby minimizing the likelihood of a service outage. b. Resilient enabler using probability metric mathematical determinate M&S/Analysis tools c. Resilient coping mechanisms i. Software applications helpful to re-establish connectivity in a DDIL* environment. d. Resilient cohesion through common network i. Software application controlling multiple network protocols and switches based on the DDIL environment e. Network resiliency that provides and maintain an acceptable level of service in face of faults (unintentional, intentional, or naturally caused) affecting their normal operation. * (DDIL) - disconnected, denied, intermittent and/or with limited bandwidth 2. Resilient Tactical 5G/6G/XG System* for NAVAL architecture (Ship-to-Ship/Ship-to-Shore/Air-to-Ship (combinations)) to establish assured communications and network (Unclassified/Classified) to operate through a NAVAL distributed maritime operation. a. Includes battle fleet use at sea/air/land/space/cyber i. Blue water maritime environment ii. Littoral maritime environment b. Includes non terrestrial networks (NTN) advance embedded in end-user-devices (EUDs) c. Includes NAVAL/JOINT expeditionary advanced base operation (EABO) i. VTOL/Rotary Aviation platform mounted, dismounted, non-fixed, fixed, handheld, and manpack portable systems d. 5G/6G/XG Tactical Datalink *System can be a commercial, private systems, family of systems, software defined radio (SDR), and/or software defined platform (SDP) for manpack, mounted, dismounted, on-the-move 3. Resilient semiconductor and microelectronic technologies relevant to enabling advanced communication and networks: a. Network Load Balance b. Spectrum c. Agnostic communications architectures d. Zero trust environment 4. Conduct coping communications and networks during disastrous event while operating through. a. Network routing protocols resiliency for up and down links b. Chat on different link c. Comms that do not require so much bandwidth d. Better algorithms for comms assurance copping to threats e. STACOM DDIL alternatives 5. Resilient security: a. NSA Commercial Solutions for Classified (CSfC) b. Encryption c. Multi-Layer Security (MLS) d. Cybersecurity e. Others 6. Resilient technologies that allow for resiliency in an A2AD/DDIL tactical operational environment - (Domains): SEA / AIR / LAND / SPACE / CYBER a. Improve Naval & Joint Tactical Grid b. Improve Naval Operational Architecture (NOA) for Distributed Maritime Operation (DMO) c. Resilient methods for Starlink d. Resilient methods for ADNS Increment 3 e. Resilient methods for ACTS 7. Resiliency qualitative & quantitative advanced experimental systems and M&S/Analysis tools a. Quantum systems b. AI/ML systems c. Alternatives Specific information sought includes: 1.
