Description
The United States Agency for International Development (USAID) Office of Transition Initiatives (OTI) intends to release a solicitation for the Support Which Implements Fast Transition (SWIFT) 6 Indefinite Delivery Indefinite Quantity (IDIQ) Contract which provides USAID/OTI with the means to support U.S. foreign policy objectives by catalyzing local initiatives to advance stability, peace, and democracy in response to complex political crises. The SWIFT IDIQ contract is one of USAID/OTI�s tools that enables USAID to seize emerging windows of opportunity in the political landscape to provide adaptive and agile programming in countries or regions.��� To accomplish this, the SWIFT 6 IDIQ will be structured around two service areas/components: 1) Implementation of Transition Programs (SWIFT-Programs); and, 2) Program Operations Technical Assistance Support (SWIFT-Support) - restricted to Small Business Set-Aside. Under the SWIFT-Programs component, the Contractor through specific Task Orders will: a) establish, staff, manage, operate, and support a flexible, quick-response mechanism capable of administering and implementing targeted activities under OTI Country or Regional Programs; b) undertake programmatic research initiatives; and, c) provide support to program-funded USAID personnel. Under the SWIFT-Support component, the Contractor through specific Task Orders will: a) recruit and deploy technical assistance to support OTI program operations; and, b) provide support to program-funded USAID personnel. Task Orders that are issued under this IDIQ will specify: the country or region within which an engagement will occur; the initial objectives of the Task Order statement of work; the specific services anticipated; and illustrative program activities. The SWIFT 6 IDIQ is anticipated to have a ten (10) year ordering period with an additional two- (2) year period of performance for ongoing Task Orders. The unrestricted (SWIFT-Programs) and restricted small-business set-aside (SWIFT-Support) components of the IDIQ will share the overall SWIFT 6 IDIQ ceiling. The estimated ceiling for the SWIFT 6 IDIQ will be $5 billion dollars for the entire period of performance. The Government anticipates approximately eight (8) awards under the unrestricted component of the SWIFT 6 IDIQ, which may include at least one (1) small business reserve contract. The Government also anticipates approximately one (1) to three (3) awards to small business concerns under the restricted small business set-aside. USAID anticipates using a Voluntary Down Select method for this acquisition, which means that the proposal submission and evaluation process will take place in two phases. For potential Offeror planning purposes, and solicitation of potential Offeror comments and questions, this notice includes: Draft RFP Section B (Services and Price/Costs information): Draft RFP Section C (Statement of Work) presenting the current objectives and key elements of the SWIFT IDIQ contract. Draft RFP Section L (Instructions) and Section M (Evaluation Factors) for Phase One Draft RFP Section L (Instructions) and Section M (Evaluation Factors) for Phase Two Illustrative Case Study Specific Questions/Issues for Industry Comment This is not an invitation for bid, request for proposal, or other solicitation. Issuance of this notice does not obligate USAID to release a solicitation or award a contract, nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal.��In addition, final award cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed.�This notice satisfies the synopsis requirement in FAR 5.201. All information required for the submission of an offer will be contained in an electronic RFP package, announced on www.SAM.gov, no fewer than 15 days after this notice.�Interested parties are advised to periodically monitor the above website for updates concerning this potential procurement.�Telephonic requests or inquiries will not be accepted. Pre-solicitation Conference: USAID anticipates holding a pre-solicitation conference for all interested Offerors on Thursday, March 2, 2023 from approximately 1:00 PM to 5:00 PM Eastern Time. This will include time at the end of the conference for USAID to meet with interested small business Offerors to answer questions regarding the partial small business set-aside and the potential small business reserve. Space is limited for the pre-solicitation conference, and interested Offerors should submit names of no more than two (2) participants to attend the conference no later than Wednesday, February 22, 2023 at 10:00 AM Eastern Time to swift6@usaid.gov. USAID will attempt to accommodate all interested participants, but spaces will be filled based on when responses are received. NOTE: USAID is still deliberating as to whether the pre-solicitation conference will be an in-person, virtual, or hybrid event. USAID will send a separate email to participants with the information about the location and/or virtual meeting link for the pre-solicitation conference along with a draft agenda. Questions/Comments: Offerors are encouraged to submit questions and provide comments in writing regarding this pre-solicitation notice and the attached documents. Questions/comments must be submitted by Wednesday, February 22, 2023 at 10:00 AM Eastern Time. USAID may choose to address questions and/or clarifications at the pre-solicitation conference, may choose to factor answers into any final solicitation, and may choose to not respond to questions. USAID will not provide responses to individual organizations. Questions shall be submitted in writing to swift6@usaid.gov. No phone calls will be accepted.
