- N0016422RJQ03 � BUILD-TO-PRINT ELECTRO-OPTIC SYSTEM WINDOWS REQUIREMENTS - FSG 5855 - NAICS 336414 Anticipated Issued Date 10 MAR 2023 � Anticipated Closing 27 MAR 2023- 2:00 PM EST This synopsis is being posted to http://www.sam.gov/. Sam.gov is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the Sam.gov site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane�s requirement for Infrared (IR) Windows, Charged Coupled Device (CCD), Laser Range Finder (LRF), Engineering Support, and Technical Data. These requirements are in support of the U.S. Navy MK 38 Mod 2/3 Gun Weapon System (GWS) Electro-Optic/IR Sensor, known as Toplite. The Government anticipate this procurement will culminate in the award of multiple Firm Fixed-Price (FFP), Five-year, Indefinite Delivery Indefinite Quantity (IDIQ) supply contracts. Drawings will be provided at time of the solicitation for pricing of repetitive, known requirements. Future emergent requirements that fall under the scope of this requirement may be purchased from a build-to-print contract line item that will be competed IAW FAR 16.5 when the requirement becomes known. The units procured under this requirement shall be manufactured in accordance with the Statement of Work (SOW), Contract Data Requirements List (CDRLs) and Technical Drawings. The required delivery schedule will be specified in subsequent delivery orders and it is anticipated to require delivery within a range of 90 � 240 days after effective date of the delivery order, FOB destination, with inspection and acceptance performed at destination. Draft copy of the Statement of Work (SOW) has been posted to https://www.sam.gov along with this synopsis for comments/questions prior to the issuance. The final SOW will be posted and accessible at the same time the solicitation is posted. This requirement will be issued competitively and all responsible sources may submit an offer that will be considered. The Government intends to award to the responsible offerors whose offers constitute the best value to the Government, considering technical, past performance, and price related factors. Split awards may be made for known, repetitive requirements solicited. It is anticipated that the RFP will be available on or about 31 March 2023 at the following address: www.SAM.gov. RFPs will be in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Information about the JCP is located at http://www.dlis.dla.mil. The controlled attachments will be posted to SAM at the same time the RFP is posted. SAM may be accessed at http://www.SAM.gov. All changes that occur prior to the closing date will be posted to the SAM.gov website. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and / or award.
