- INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) in support of National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) intends to award a purchase order without providing for full and open competition to Olympus Scientific Solutions Americas Corporation DBA Evident Scientific for GaAsP detectors, adapter, dichroics. BACKGROUND As part of the NIH, the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) Intramural Research Program (IRP) conducts biomedical research and training related to diabetes mellitus; endocrine, bone, and metabolic diseases; digestive diseases, including liver diseases and nutritional disorders; and kidney, urologic, and hematologic diseases. Obesity has become a serious health concern worldwide and is accompanied by metabolic diseases and higher cardiovascular risk due primarily to overeating.� The NIDDK lab work requires equipment to record fluorescence biosensor signals in mice actively seeking food. Fluorescence measurements of biosensors in live mice requires sensitive multiphoton microscopes. To perform these measurements, the lab requires an upgrade to the fluorescence detectors of an existing Olympus multiphoton microscope system. JUSTIFICATION The GaAsP PMT upgrade components are the only upgrade capable of provide the high fluorescence detection capabilities necessary to complete our in vivo imaging studies on the Olympus multiphoton microscope we have. This is because these components are custom design for our Olympus multiphoton microscope. No other PMT upgrade hardware will be able to physically fit or have the appropriate optical light path to allow for optimal collection of photons during our imaging experiments. Without the GaAsP PMT upgrades we will not be able to conduct our lab�s research mission. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334516 with a size standard of 1000e REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Regulation (FAR) Circular (FAC) 2023-1 effective 12/30/2022. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($250,000) and FAR Subpart 12- Acquisition of Commercial Items. However, interested parties may identify their interest and capability in response to this notice and may submit a capability statement, which shall be considered by the agency. Responses to this notice shall contain sufficient information to establish the interested parties� bona-fide capabilities for fulfilling the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
