- 1.�� �Introduction:� The Federal Aviation Administration (FAA) Airport Safety Research and Development (R&D) Section (ANG-E261) is inquiring to procure for a contractor to perform a study to evaluate engine vibration levels and broadband signatures obtained during development and certification testing and in-service operations in order to develop detection thresholds and alerting strategies. 2.�� �Incumbent Contractor:� There is no incumbent contractor for this procurement. 3.�� �Nature of Competition:� The acquisition strategy for the procurement has not been determined at this time; however, either an unrestricted competition, set-aside, or noncompetitive award may be chosen depending on the responses to the market survey. 4.�� �General Information� a.�� �This is not a Screening Information Request or Request for Proposals of any kind; b.�� �The FAA is not seeking or accepting unsolicited proposals; c.�� �The FAA will not pay for any information received or costs incurred �in preparing the response to the market survey; and� d.�� �Any costs associated with the market survey submittal is solely at the interested vendor�s expense 5.�� �North American Industry Classification System (NAICS) is 541715- Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) with a size standard of 1,000 employees. 6.�� �Submittal Requirements Interested companies must provide the following information: � � �� a.�� �Capability Statement showing capability to perform the requirements in the attached Draft Statement of Work;� ��� �Provide a detailed description on how the necessary data will be obtained. ��� �Provide examples of previous contracts, agreements, or commercial projects demonstrating the technical expertise to develop project plans and the ability to analyze data to propose methodologies that can be used to mitigate field failures as detailed in the attached SOW. b.�� �Business Size (Large or Small).
