- GSA Supply Chain Risk Illumination Professional Tools and Services (SCRIPTS) - Market Research Purposes Only The General Services Administration (GSA) Federal Acquisition Service (FAS), Information Technology Category (ITC) intends to establish a ten year governmentwide Multiple Award Blanket Purchase Agreement (BPA) against GSA Multiple Award Schedules (MAS) that will be referred to as the Supply Chain Risk Illumination Professional Tools and Services (SCRIPTS) BPA.� The purpose of this acquisition is to establish core, multi-component, supply chain risk illumination tools, with associated professional analytic support services, to help mitigate the risk of high vulnerability to fraud, abuse, and adversarial exploitation of the supply chain. This BPA will allow the DoD and Federal Civilian Executive Branch (FCEB) agencies to holistically screen and vet vendors and underlying supplier networks/affiliated personnel to ensure suppliers are reputable, in good standing, financially and operationally secure, and will not introduce unacceptable risk to the government.� GSA is conducting market research to understand capabilities related to this requirement.� This is Market Research Only in accordance with FAR Part 10. This is not a solicitation. THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. This RFI is for informational and planning purposes only and it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. It is not to be construed as a commitment by the Government for any actual procurement of materials, machinery, or services. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI are solely at the responding parties' expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this sources sought will be safeguarded and handled in accordance with the Trade Secrets Act (18 U.S.C. 1905). No determination as to the viability of this potential requirement has been made at this point and there is currently no solicitation for this effort. Special Notice for Vendors Who Do Not Possess a Multiple Award Schedule (MAS) Contract� The Supply Chain Risk Illumination Professional Tools and Services (SCRIPTS) Blanket Purchase Agreement (BPA) Request For Quote (RFQ) will be issued in GSA eBuy only.� The RFQ will not be accessible outside of eBuy.� Vendors who do not hold a GSA MAS contract will not be eligible to submit a quote. We encourage all parties who are interested in participating in the SCRIPTS BPA to submit an e-offer utilizing the FASt Lane process no later than May 10, 2023, to ensure that sufficient time is available to process the eOffer.
