- THIS IS NOT A SOLICITATION. This is a Sources Sought Notice only and is issued to conduct market research and gain knowledge of current market capabilities. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This notice is issued solely for information and planning purposes and does not constitute a solicitation or a guarantee to issue a solicitation in the future. This notice does not commit the Government to contract for any supply or service. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Not responding to this notice does not preclude participation in any future solicitation, if issued. This announcement is based on the best information available at this time and is subject to future amendment. The Department of Veterans Affairs, Network Contracting Office 4, is conducting a market survey to identify potential sources to perform a firm fixed price contract for procurement of offsite warehouse storage for the James E. Van Zandt (Altoona) VA Medical Center, 2907 Pleasant Valley Road, Altoona, PA 16602: ______________________________________________________________________ Draft Requirements Description (NOT COMPREHENSIVE) The James E. Van Zandt (Altoona) VA Medical Center is seeking to procure a contract for offsite warehouse storage space for supplies (both medical and non-medical), equipment, turn-ins, and furniture storage to cover a five-year period. The space offered shall be in a quality building of sound and substantial construction meeting the Government s requirements for the intended use. SCOPE The Altoona VA Medical Center has a need for approximately 3,000 square feet of warehouse storage space, on one level with secured access. The warehouse space shall be a temperature controlled, active fire protected/sprinklered building with access to a loading dock entrance. The space shall be located within 10 miles of the James E. Van Zandt (Altoona) VA Medical Center for easy access. The location shall be ready for VA occupancy no later than May 20, 2023. If the contractor is not able to meet this date, please provide the earliest date the location will be available. The contractor is not responsible for moving items into the warehouse. The VA will move items from the current location into the new warehouse facility. The Government shall have access to the space at all times, including the use of electrical services, toilets, lights, etc., without additional payment. The anticipated hours of operation for the intended use of space are between the hours of 6:00am 5:00pm, ET, Monday through Friday, excluding federal holidays. However, the Government may require access to the location at any time, 24-hours/day, 7-days/week, 365-days/year. If the warehouse space is not on the first floor, or there are multiple levels/floors, a freight elevator shall be provided with a minimum door size of 46 x 84 and interior dimensions of 93 x 87 , with a 96 ceiling and 54 door opening. Minimum man door opening(s) of 6 to and within the storage area is required. Services and utilities to be provided include, but are not limited to, heat, electricity, water (hot and cold), snow removal (parking area/dock), trash removal, chilled drinking water, air conditioning, access to restroom(s), initial and replacement light bulbs, miscellaneous routine maintenance, etc. At least two parking spaces shall be made available in addition to parking accessibility at the loading dock to load/unload. The space shall be secured and well-lighted. The parking area shall be maintained by the building owner to include, but not limited to, snow removal. The building owner shall provide floor plans for the space and a valid Certificate of Occupancy for the intended use of the Government and shall meet, maintain, and operate the building in conformance with all applicable current codes and ordinances. The space shall meet applicable egress requirements in National Fire Protection (NFPA) 101, Life Safety Code or an alternative approach or method of achieving a level of safety deemed equivalent and acceptable by the Government. The building and space shall be accessible to persons with disabilities in accordance with appendices C and D of 36 DFR Part 1191 (ABA Chapters 1 and 2, and Chapters 3 through 10 of the ADA-ABA Accessibility Guidelines). The warehouse space shall be free of all asbestos-containing materials, except undamaged asbestos flooring. The space shall be free of other hazardous materials and in compliance with applicable federal, state, and local environmental laws and regulations. PERIOD OF PERFORMANCE The anticipated period of performance for this requirement includes a base year and four one-year option periods as follows: Base: 05/20/2023 05/19/2024 Option 1: 05/20/2024 05/19/2025 Option 2: 05/20/2025 05/19/2026 Option 3: 05/20/2026 05/19/2027 Option 4: 05/20/2027 05/19/2028 Capabilities Statement and Documentation: Companies are invited to provide their capabilities, experience, and knowledge in the provision of offsite storage space. Sources are asked to provide information to demonstrate their answers to the following items of information: 1.
