Description
I. Introduction: REQUEST FOR INFORMATION. THIS IS NOT A SOLICITATION: No award will be made as a result of this request. This Request for Information (RFI) is for informational purposes only; this is not an Invitation for Bid, a Request for Proposal, or Request for Quotation. The United States Government (USG) will not be liable for payment of any preparation expenses in response to this RFI and is no way obligated by the information received. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. The information provided may be used by the Army in further development of an Acquisition Strategy, Performance Work Statement and/or a Statement of Objectives. The Government is providing industry an opportunity to review, consider, question and comment regarding industry�s capabilities and related experience in providing a 360 Situational Awareness (SA) comprehensive system for multiple Stryker variants to support the SBCT. The system should include sensors, processors, and networking. The system should provide driver�s indirect vision with driving aids and 360 SA around the Stryker vehicle. Program Management � Stryker Brigade Combat Team (PM-SBCT) intends to issue a Draft Request for Proposal (RFP) 3QFY23. Scope: The 360 Situational Awareness (SA) B-Kit is a modular system of sensor components, networking, and imagine processing hardware and software to provide increased situational awareness to the crew inside the vehicle. The 360 SA B-Kit provides better image resolution for drivers to identify potential hazards, wider Field of View (FOV) to improve ground intercept and depth perceptions, and comprehensive front/rear/side imaging. The 360 SA B-Kit will include thermal video sensors, day cameras to enable day and night operations, and birds eye view as defined in the Stryker Situational Awareness Functional Requirements document. The technical requirements for the 360 SA B-Kit system is described in a CUI Appendix Stryker Situational Awareness Functional Requirements document, available upon request according to the instructions contained within section II of this document. � Information Sought: This RFI specifically seeks information from interested vendors in regards to their ability to provide a 360 Situational Awareness (SA) comprehensive system for multiple Stryker variants to support the Stryker Brigade Combat Team. The RFI released in July 2021 titled �SENSOR MODULE PERFORMANCE FOR MULTIFUNCTION ENHANCED SITUATIONAL AWARENESS SYSTEM (MESAS)� sought component level information of Long Wave Infra-Red (LWIR) sensor capabilities. An Automotive Tanks Purchase Description (ATPD)/Performance Specification (P-Spec) document has been developed by the United States Government (USG) for the MESAS Sensor and is now obsolete. The RFI released in June 2022 titled �360 SITUATIONAL AWARENESS PROGRAM� sought component level information to understand vendor capability of a complete 360 SA system. This RFI is focused on understanding vendor capability of a complete 360 SA B-Kit system. A Stryker Situational Awareness Functional Requirements document has been developed by the United States Government (USG) for the 360 SA B-Kit and replaces the previously issued Automotive Tanks Purchase Description (ATPD)/Performance Specification (P-Spec) document. In addition to the above, please address all of the following questions. If a question is not applicable, use N/A. Q1. Please provide any technical concerns your company may have with the Stryker 360SA System Level Functional Requirements Specification contained in this announcement. (Version 1. Date: 2023MAR06) Q2. From your review of the Stryker 360SA System Level Functional Requirements Specification, do you feel 360SA systems are readily available in the commercial marketplace to meet the requirements? Please explain. Q3. Does your company have experience in working with open-source applications or modules? If so, can you please elaborate? Q4. Please provide your company�s current Capability Maturity Model Integration (CMMI) maturity level rating achieved. Q5. Please provide your firms� NAICS Code. � � � �a. Based on your review of the Stryker 360SA System Level Functional Requirements Specification, is this NAICS code appropriate? � � � �b. If not, what NAICS code is more appropriate for these Requirements? Q6. Please indicate any additional information and/or clarification you would need from the USG to fully propose your company�s 360SA solution in a future RFP/RFQ release. II. Responses: Offerors submitting feedback relating to this RFI shall submit to the Contract Specialist, Cera A. Berube, no later than 30 March 2023 at 1300 Eastern Standard Time (EST). Responses shall be submitted via e-mail to usarmy.detroit.peo-gcs.mbx.stryker360sa@army.mil. Questions or comments may be subject to public release. The Government may or may not be able to provide answers to all questions at this time. Questions may be answered and incorporated into the Draft RFP at the discretion of the USG. Further, any questions or comments that are submitted may be publicly released. All interested firms, regardless of size, are encouraged to respond to this RFI. It is not necessary to respond to this RFI in order to be eligible for future contract awards.
