Description
Veterans Health Administration, Network Contracting Office 5, is issuing this request for information/sources sought notice in order to identify companies that manufacture forklifts in the U.S.A. Description of Need VHA Office of Emergency Management (OEM) has a requirement for a diesel engine powered, sit-down (i.e. seated) style forklift with a 5,000 pound lift capacity. Technical Qualifications The forklift must meet the domestic end product restrictions specified in FAR 25.1. I.e., it must be manufactured in the United States and the cost of foreign iron and steel must constitute less than 5 percent of the cost of all the components used in the end product. The cost of foreign iron and steel includes but is not limited to the cost of foreign iron or steel mill products (such as bar, billet, slab, wire, plate, or sheet), castings, or forgings utilized in the manufacture of the end product excluding COTS fasteners. Interested & Capable Responses If your company manufactures forklifts in the U.S.A. that meet the domestic end product restrictions specified in FAR 25.1. Please respond with your: 1. Business name, business type & size, socio-economic status (e.g., Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), etc.), and person of contact (including telephone number & email address). 2. Statement confirming the forklift(s) that your company manufactures meets the domestic end product restrictions and meets the general criteria of the forklift being sought - diesel engine powered, sit-down (i.e. seated) style forklift with a 5,000 pound lift capacity. 3. GSA contract number, if your company has one, that includes a line item(s) for the type of forklift being sought. 4. Item lead time i.e., the typical period of time between order placement & expected delivery of the item. 5. Estimated price range for the forklift and delivery (for our own internal budgeting purposes). Responses must be submitted by 11:00 AM Eastern on March 17, 2023. Responses to the information requested above must be submitted via email to james.whisner@va.gov. This request for information/sources sought notice is for planning purposes ONLY. The results of this market research will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., small business set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted as a result of this notice.
