Description
This is a Sources Sought Notice for informational and market research purposes only.� This Sources Sought neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach.� This Sources Sought should not be construed as a commitment by the Government for any purpose.� Requests for a solicitation will not receive a response.� This Sources Sought Notice is in support of a market research being conducted by the St. Louis District, Corps of Engineers to identify interested and qualified Contractors who can perform the type of work described below.� The contract is anticipated to be Lowest Price Technically Acceptable. General Site Description The Area of Responsibility (AOR) for this work is the St. Louis District, Mississippi Valley Division, US Army Corps of Engineers (CEMVD) region.� Sampling sources primarily include, but are not limited to, CEMVD facilities, lakes and rivers, and EPA Regions five and seven. Work Statement The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform professional services for analysis of surface water, groundwater, soil, sediment, hazardous waste, solids, and environmental samples for the St. Louis District.� The contractor shall be able to provide analyses per the attached line-item schedule. Geographic Proximity Requirement.� The contractor shall be able to respond in a timely manner (within four hours) to multiple work requests within the District boundaries and emergency responses that occur associated with District Civil Works, Support for Others, and EPA projects.� The contractor shall have an office that is able to provide adequate time for mobilization and travel in the event of an emergency response.� This is also required in order to provide sample pickup throughout the AOR. Laboratory Requirements. General.� Essential prerequisites for obtaining reliable data are:� Trained and experienced personnel, adequate facilities and equipment, and selection of appropriate analytical methods.� Environmental laboratory services are to be provided only by laboratories compliant with the most recently published version of the DOD Quality Systems Manual (QSM) and be accredited through the Environmental Laboratory Accreditation Program (ELAP) for all appropriate fields-of-testing.� The Contractor shall provide coolers and sample containers and meet CEMVS at locations identified by the Contracting Officer Representative (COR) for sample pickup.� Analytical results shall be on a form containing the Contractor�s letterhead, delivery order number, date samples were collected, and date samples were analyzed.� A Quality Control Report shall be furnished to include all precision and accuracy data performed in conjunction with each individual report/order.� Data shall be electronically submitted to the Technical Manager on all 3-day turnaround task orders.� The analytical results shall also be supplied as an electronic deliverable, in a database format such as MS Excel or equivalent for water quality work and as Staged Electronic Data Deliverable (SEDD) for hazardous, toxic and radioactive waste (HTRW) work. Turnaround.� Analyses reports will be provided by the contractor as directed by the COR for the following turnaround times: 28 days, 14 days, or three days (working days). Facilities.� The laboratory shall be of a design which allows a minimum of 150 square feet of clean, well-organized workspace per analyst.� Analysis areas must be arranged to eliminate cross contamination between individual analyses and/or other possible types of contamination.� The laboratory must comply with Federal OSHA regulations.� Methods.� Methods recommended for all required analysis are listed in the most current edition of �Standard Methods for the Examination of Water and Wastewater�, and/or �Test Methods for Evaluating Solid Wastes�, EPA SW-846.� The method used should be QSM compliant. Precision and Accuracy Requirements.� A minimum of 15% (fifteen percent) shall be applied to quality control for each parameter within a delivery order.� Precision data (duplicate analysis) must be within +/- 10% (plus or minus ten percent) of the concentrations reported, except at concentrations at or near the required detection limit for the particular parameter.� Accuracy data (spikes and/or unknown concentrations) must have % (percent) recoveries between 90 and 110% (ninety and one hundred ten percent).� If the precision and/or accuracy data fail to meet these requirements, re-analysis is required.�� For HTRW parameters, data quality indicators such as precision, accuracy etc. will default to the QSM and the project QAPP. The Contractor must abide by all applicable regulations, publications, manuals, and local policies and procedures.� The Contractor must have and be familiar with the following references in performances of this contract.
