- [DRAFT] Request for White Papers for the Industrial Base Policy Consortium.�As soon as the Request for White Paper is finalized, the final version will be posted to this opportunity. At that time, the date for White Paper submissions may be extended but it is not guaranteed to be extended. The Washington Headquarters Services Acquisition Directorate� is pursuing the award of a consortium managed Other Transaction Agreement under 10 United States Code � 4021 (Research projects), and 10 United States Code � 4022 (Prototype projects), to include the ability to pursue follow-on production transactions when appropriate per the statute, on behalf of�the Office of the�Manufacturing, Capability Expansion, and Investment Prioritization Directorate, which falls under the�Office of the Under Secretary of Defense for Acquisition and Sustainment's Defense Assistant Secretary of Defense for Industrial Base Resilience and the Assistant Secretary of Defense Industrial Base Policy. Led by the efforts of the Consortium Manager, this Agreement will accelerate Department's access to technologies typically reserved for commercial development. The consortium managed Agreement will enhance Manufacturing, Capability Expansion, and Investment Prioritization Directorate�s mission of addressing defense supply chain issues, developing the industrial workforce, sustaining critical production, commercializing research and development efforts, and rapidly scaling emerging technologies to build a robust, resilient Defense Industrial Base. Also, please note, as a precurser to the Request for Prototype Proposal,�the DRAFT terms and conditions, DRAFT performance work statement template, DRAFT data assertions template, DRAFT business status certification template, and DRAFT end user license agreement template, are included as attachments with this DRAFT Request for White Papers. These precurser attachments will be provided in their final form with the�Request for Prototype Proposal, during Phase II, if invited, and are not required to be submitted with a response to the Request for White Paper.��
