Description
Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to solicit from a single source with the Forum of European National Highway Research Laboratories (FEHRL) for annual membership. The development of collaboration platforms is critical for FHWA to gain research and technology from countries that face the same challenges as the U.S. highway transportation network and to introduce U.S. highway innovations among FEHRL member countries. FEHRL is the only association that represents highway research laboratories and FEHRL is the only source available to FHWA for membership services. Formed in 1989, FEHRL is a registered International Association based in Brussels, and was formed for and by the national highway research centers nominated by the national road administrations. It provides a coordinated structure for the interests of twenty-nine national research and technical centers from Europe and with associated institutes in the U.S. (FHWA) and Israel. FHWA became an Associate of FEHRL in 2009. Being an associate of FEHRL, FHWA will participate fully in agenda setting and play a full role in defining strategies and detailing priorities through General Assembly, Research Coordinators, and other bodies. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm�s capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort. The responses must be received by March 28, 2023 at 12:00 PM Eastern Time.� All questions concerning this matter should be addressed directly to Monique Snow-Manning at monique.snowmanning@dot.gov.
