- This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-2158022 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-01, December 30, 2022. The North American Industry Classification System (NAICS) code for this procurement is 811210, Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $34.0 million. The requirement is being competed full and open competition, un-restricted and without a small business set-aside. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for: The Molecular Genetics Section�s (MGS) of Dr. Thomas Kristie, main focus is the identification and investigation of components and mechanisms that control the transcription of herpes simplex virus IE genes at the initiation of viral lytic infection in primary fibroblast cells and during the initiation of reactivation from latency in sensory neurons. A number of parameters govern the initiation of lytic infection and reactivation from latency. �However, the transcription of the viral Immediate Early (IE) genes represents a critical stage/junction in both processes. The MGS�s current requirement is for an annual service agreement for repairs and maintenance of equipment in Dr. Thomas Kristie�s lab.� It is important for the equipment to be functional as they are used on a daily basis and disruption of service would be detrimental to the lab�s research.� The equipment will be used by MGS scientists for gene expression, microRNAs and noncoding RNAs, copy number variation, drug metabolism enzymes, protein expression; SNP genotyping; and mutation detection.� This requirement is for a base year plus 4 option years to cover the machines against breakdown for the following equipment: 1.�� QuantStudio 3, 0.1ML BLOCK, AB Assurance 1 PM, S/N #272311833 2.�� QuantStudio 3, 0.1ML BLOCK, AB Assurance 1 PM, S/N #272310203 3.�� QuantStudio 3, 0.1ML BLOCK, AB Assurance 1 PM, S/N #272310209 Please quote all three units for a base year and 4 options each. AB Assurance Plan requirements to include: 1. Parts, labor, and travel for remedial repair. 2. No charge for (one) planned maintenance visit. �One (1) planned maintenance (PM) visit per year is required.� The annual planned maintenance (PM) visit is automatically opened and will be performed within the contract period. 3. Guaranteed priority response time of 2 business days.� If LT certified technician fails to arrive at the instrument location within 2 business days for reasons other than customer's failure to provide access if LT certified technician or causes beyond the reasonable control of if LT certified technician, if LT certified technician will provide customer a service plan renewal credit in an amount equivalent to one day's pro-rated charge for each day LT certified technician�s response is late. 4. Priority telephone and email access to instrument technical support. 5. Telephone and email access to application technical support. 6. Remote Monitoring and Dx Service, which provides for notification to customer of instrument failures or errors that are reported by AB's Remote Monitoring software. 7. All Maintenance Services must be performed in accordance with OEM published standards and guidelines. Parts must be from the Original Equipment Manufacturer (OEM). Service must be provided by OEM certified engineers to ensure technical expertise on instrumentation and software, and specialized tools required for specific instruments. 8. Reporting Requirements - The Contractor shall submit a full inspection report of findings, after inspecting/servicing the equipment.: Period of Performance: A Request for Quotes for one (1) Base Year of 12 months and four (4) subsequent 12-month option years is being requested for this service. The multi-year renewal periods of performance for the base and options are: 04/01/2023-03/31/2024 Base Year 04/01/2024-03/31/2025 Option Year 1 04/01/2025-03/31/2026 Option Year 2 04/01/2026-03/31/2027 Option Year 3 04/01/2027-03/31/2028 Option Year 4 **NOTE: If you are not holding the current agreement, please include any pre-inspection or recertification field service costs as required for a prerequisite.
