- Contingency Applications Program Support (CAPS) The purpose of this update is to provide the CAPS Part II Q&As dated 2 MARCH 2023.� The period of submitting questions for the CAPS DRAFT Request for Proposal (RFP) is hereby closed. An official RFP is anticipated to be released. The contractor shall provide the U.S. Army C5ISR Center with the capability to achieve continual technology dominance by regular and responsive technology development, operational employment and experimentation. �In conjunction, contractor shall develop and provide a highly experienced workforce and all other necessary capabilities toward innovative application of C5ISR technologies against current and potential threats. This shall be done in a cost effective, safe and environmentally sound manner. CAPS will enable continual assessment, advancement and operational alignment of emerging C5ISR technologies through employment in experiments, exercises, contingencies, emergencies, operations, incidents and events. �CAPS encompasses the following C5ISR technology advancement and assessment functions in a rapid response environment: �design and analysis; prototyping and fabrication; system integration; experimentation, assessments and testing support; operational integration and support; and programmatic transition. �� The contractor shall be able to provide detailed knowledge and skills developing and employing C5ISR technologies. �The performer shall be able to responsively provide all necessary personnel, equipment and facilities to conduct all requirements described within this PWS as tasked. �The contractor shall have the capability to execute field ready solutions from emerging technology within 90-120 days post award of a task order for contingency application. �Performer must also have the ability to provide technical and programmatic support necessary to transition these technologies for broader application as tasked. � The performer shall remain cognizant of all relevant C5ISR technologies, the evolving operational environment, and requirements for operationally applying technologies in emergent crises, contingencies and operations. �All contracted activities described in this requirement are to be conducted in close coordination, and with the support of the Government sponsor.
