Description
This is a Request for Information (RFI) as defined in FAR 15.201(e). The Department of the Navy, Naval Sea Systems Command (NAVSEA), Program Executive Office Integrated Warfare Systems (PEO IWS) is conducting market research to identify potential sources that possess the capability in providing production and engineering for the USN's future AN/SPY-1 radar Multi-Mission Signal Processor (MMSP) that enables integrated air and missile defense (IAMD), AEGIS Linear Processing System (ALPS) as a capability addition to MMSP and IAMD,� Warhead Data Receiver Cabinets (WDRC) and Ballistic Missile Defense (BMD) Kill Assessment System (KAS) 5.1 for Anti-Air Warfare (AAW) capability, AEGIS Combat System Support Equipment�(ACSSE) (support equipment) / Electronic Equipment Fluid Cooler (EEFCs) (water cooling) interfacing AWS hardware requirements and for industry to identify barriers to their participation in a future competitive procurement.� As part of this RFI, the Government is �requesting information regarding industry's capabilities and related experience for engineering �and production of the Navy�s AN/SPY-1 radar MMSP, ALPS, WDRC, ACSSE, and EEFC to support FY 2024 through FY 2027 requirements. Note: Interested parties may only submit one response to this RFI regardless of whether its response expresses interest in one the requirements or all of the requirements (MMSP, ALPS, WDRC, ACSSE, and EEFC) listed above. Interested sources may receive Controlled Unclassified Information to support your RFI response upon receipt of the executed Terms of Use Agreement� (TOUA). The scope of this RFI includes: � 1. Production of MMSP Equipment Suite Configuration Revision, which consists of three (3) RF Processor Cabinets, two (2) Digital Processor Cabinets, and one (1) Beam Steering Controller per ship, ancillary equipment, and spares. 2. Production of WDRC equipment, which consists of two (2) cabinets per ship, ancillary equipment, and spares. 3. Production of ALPS cabinets, which consists of two (2) Digital Processor cabinets per ship, one (1) Receiver Processor, one (1) System Interface, and ancillary equipment and spares.� 4.�Production of ACSSE items Equipment, that consists of assorted cabinets and various small pieces of equipment such as panels and switches as well as cabling. 5.�Production of EEFCs, where there are 50 or 100 Gallon Per Minute (GPM) and 100 GPM variants, which consists of up to (4) water coolers per ship (depending on ship configuration). 6. Engineering services to update and maintain the Level 3 Technical Data Package (TDP) as defined in MIL-STD-31000. 7. Engineering test facility, Electromagnetic Interference (EMI) shielded (Faraday cage), controlled, filtered electronic cooling system with capacity to cool multiple systems, and capable of handling classified and Communications Security (COMSEC) equipment and services to conduct MMSP, WDRC, and ALPS system level testing. The USN program provides the human machine interface to allow operators access to their mission applications and related tactical requirements. This is shipboard tactical equipment which meets Navy Surface Ship Environmental Qualification Requirements (to include MIL STD-901D shock, MIL-STD-167 vibration and MIL-STD-461 EMI) for installation aboard U.S. and Foreign Military Sales (FMS) ships. The Government anticipates a majority of the work to be performed at the contractor's site. Interested parties shall address the following in the RFI submission: Cover Page - Company Information Provide company name, address, Unique Entity Identifier, CAGE code, tax identification number, designated representative name(s) and point of contact, including phone numbers and e-mail addresses.� Identify classified facility and secured spaces by CAGE code able to handle design, production, and system level testing to SECRET and for equipment containing COMSEC.� If a small business, identify type of small business (e.g. 8(a), Hubzone, service-disabled veteran-owned, economically disadvantaged women-owned, or women-owned).� If your company has an approved Quality Management System (in accordance with NAVSEA Standard 009-04) � � � 2.� Experience and Performance Capability� ��Production of MMSP, ALPS, and WDRC� Provide an overview of your company's experience and capabilities for producing shipboard equipment, including specific experience in complex tactical processing systems using a Government provided Level 3 TDP. The overview should describe current or past contracts providing:� Tactical Equipment Production including RF and Digital Processing Cabinets.� Spare Modules.� EMI shielded Testing facilities with a controlled, filtered electronic cooling system with capacity to cool multiple systems to include Special Test Equipment (STE) design and integration experience.� Facility Capabilities and Security requirements for equipment containing COMSEC classified as SECRET.� Miscellaneous hardware to include cabinets locks.� Managing all design and production aspects of a signal processing equipment production program.� Production of ACSSE and EEFCs Summarize your experience working under USN or DoD contracts and production capacity to: Provide systems engineering to design, develop, test, qualify, produce, deliver and support other related hardware using Government provided Level 3 TDP Support the following activities:� Conducting formal design and test reviews in accordance with the PEO IWS/NAVSEA 05H Technical Requirements Manual (TRM).� Implementing and maintaining a Configuration Management (CM) program in accordance with NAVSEAINST 4130.12B.� Managing obsolescence to include a Diminishing Manufacturing Sources and Material Shortages (DMSMS) plan and metrics.� Implementing and maintaining a Reliability, Maintainability and Quality Assurance (RMQA) program.� Planning and implementing a production program.� Conducting Life Cycle Cost (LCC) analyses and updates.� Providing Integrated Logistics Support (ILS) related technical data, technical publications and supply support analyses such as technical manuals, maintenance procedures/instructions and other training documentation, repair parts lists, tool lists, and provisioning documentation.� Engineering Support to define and update TDP Describe the company's capabilities and experience in providing engineering services for developing and updating TDPs, with specific emphasis on current and future tactical processing in a complex weapon system. The Navy anticipates two phases of Engineering Services for the future contract: Phase I to periodically update/maintain the LEVEL 3 (Production Level) MMSP, ALPS, WDRC, ACSSE, EEFC TDPs, as defined in MIL-STD-31000, to address production component obsolescence, and Phase II to provide technical data required by the Navy to define the follow-on configurations to MMSP, ALPS, WDRC, ACSSE, EEFC TDPs. The Navy is interested in the company's analytical and documentation process for TDPs. To that end, the company�s response should address experience with defining, developing and updating:� Concept Design Documents� Developmental Design Drawings and Associated Lists� Product and Line Replaceable Unit (LRU) Drawings and Associated Lists� Hardware Engineering Design Documents and Parts List� System, Power and Environmental Requirements� Interface Specifications and Requirements� Interface Control Drawings� Cable Block Diagrams� Special Inspection Equipment Drawings and Associated Lists� Special Tooling Drawings and Associated Lists� ILS and Training Documentation� Test Methods� Production Capacity The Contractor shall also demonstrate throughput and the capability/capacity to handle the physical components of the system, as well as how the Contractor�s facility can support the Government's required production rates and lead times. Interested parties shall provide evidence of its ability to produce quantities at the required rate, and provide a plan for producing the maximum quantities. A throughput capacity of up to six (6) MMSP shipsets, two (2) ALPS shipsets, six (6) WDRC shipsets, assorted ACSSE equipment, and six (6) EEFC shipsets per year is anticipated. The contractor shall demonstrate that it has the capability and capacity to produce these systems over four (4) years within the required delivery dates. The MMSP, ALPS, and EEFCs System�s required delivery dates are twenty-four (24) months after award including all factory level system testing, whereas WDRC System�s required delivery dates are twenty-two (22) months after award. The contractor shall provide the current backlog and dollar value of government and commercial contracts on hand, including projected quantities and a summary description of supplies.� Provide a top-level manufacturing plan and work flowchart demonstrating throughput and major process activities beginning with contract award through delivery. Barriers to Competition� �Please identify any obstacles to competition in the areas of engineering processes, production facilities, insufficient or missing data within the TDPs, test facilities, or scope of work that would hinder or restrict your company's involvement in a future competitive procurement. In addition, the company should recommend solutions or mitigation paths for the Navy to overcome the obstacles.�� Firms are encouraged to discuss any potential financial/internal concerns it would have that�could be a potential barrier to entry.�� Responses to this Request for Information notice shall be UNCLASSIFIED and shall not exceed twenty (20) pages in length, Responses shall be composed using Times New Roman, 10-pt font, 1 inch margins, and submitted in Microsoft Word 2010 or searchable Adobe Portable Document Format (PDF). Each submission shall be electronic (virus-scanned) and submitted via email to the Government Points of Contact listed below.� This RFI is issued for informational and planning purposes only and is not to be construed as a commitment by the Government to issue a solicitation or to award a contract. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. As such, the Government will not reimburse any costs associated with responding to this notice. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s qualifications to meet the requirement. Any information submitted by respondents is strictly voluntary. Respondents should properly mark their responses with the appropriate restrictive markings. Information that is proprietary or competition-sensitive may be protected from disclosure under the public records law only if properly labeled as such. The Government may choose not to respond to specific questions or comments submitted in response to this RFI notice or information provided as a result of this RFI. Respondents will not be notified of the results of this notice. The information obtained from submitted responses may be used in the development of an acquisition strategy and future solicitation. If a solicitation is issued, it will be announced separately on sam.gov and all interested parties must respond to that solicitation separately from the response to this RFI. Submission of a response to this notice does not constitute a request to be added to a bidders list or to receive a copy of a solicitation.
