- THE RESPONSE DATE HAS BEEN EXTENDED TO 22 MARCH 2023. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. �THERE IS NO SOLICITATION PACKAGE AVAILABLE. � The Naval Air Warfare Center Lakehurst is requesting information pertaining to the replacement of the existing A/S32A-45 Mid-Range Tow Tractor. �The US Navy and Marine Corp currently use the MRTT on the flight line, in hangars and adjacent ramp areas at shore installations in the United States and overseas. �It will be used to tow aircraft and related support equipment weighing up to 80,000 lbs gross weight. The tow tractor shall be capable of generating at least 8,000 lbs drawbar pull in forward and reverse directions. The Government is requesting information on the availability and cost for approximately 1400 vehicles. The purpose of the request for information is to gain insight into current commercial or military products and/or design concepts that meet the below requirements.� Along with the interest and product information, it is requested that following topics be addressed: Estimated price information for production units meeting the requirements listed below. Estimated price information for Commercial Off the Shelf (COTS) units that meet the required draw bar pull requirements, but not all of the listed requirements (please identify which requirements would not be in compliance). Design features that should be considered for potential inclusion in the performance specification. As required for any typical Navy Support Equipment (SE), the tractor shall be highly reliable, easily maintainable and supportable, and shall be capable of meeting the following requirements: 1. Comply with the design, operational, testing and safety requirements of the Society of Automotive Engineers (SAE) ARP1247 and AIR1375 2. Powered by one of two types of power-train configurations sufficient to develop the required drawbar pull: A diesel engine and automatic transmission power train, or a hybrid diesel/electric power train 3. Diesel engine shall meet all requirements using any of the following fuels: JP-5 (MIL-DTL-5624), JP-8 (MIL-DTL-83133), F-24 (NATO), Diesel fuel (ASTM D975) Jet A and Jet A-1 (ASTM D1655). 4. Drive train with rear wheel or all-wheel drive. 5. Equipped with a weatherproofed cab. Cab shall be designed to ensure unobstructed operator visibility forward, rearward, and to either side at the operator�s eye level. Cab and related components shall be designed to be easily removed and vehicle operation in a cab-less configuration shall not be impacted. With cab removed, all operator�s compartment components including gauges, switches, levers, lights and associated connectors and electrical components shall be weatherproof. 6.� Physical constraints are as follows: Maximum Length: 115 inches Maximum Width: 72 inches, Maximum height: 82 inches (including cab) 7. Minimum Turning Radius: 155 inches 8. Equipped with Tie down/lifting attachment points per Mil-Std-209. 9. Equipped with removable pintle hooks compatible with ALBAR towbar lunette eyes on front and rear of the tractor, 12 inches above ground level and in sight of the operator 10. An attaching point for a trailer emergency breakaway cable shall be included on the rear centerline of the tractor. It shall not interfere with pintle hook operation or restrict towbar movement when attached to pintle. 11. Maintain a speed of 3 mph fwd and 3 mph in reverse towing a load at max drawbar pull 12. The ability to stop when loaded within 2 feet from a speed of 2 MPH. 13. The ability to operate 8 hours without refueling/ recharging. 14. Operate continuously in temperature conditions ranging from -20 degrees F to 140 degrees F. 15. The diesel engine shall start in cold weather (-20 degrees F), without the use of ether. 16. Withstand storage temperature conditions ranging from -40 degrees F to 160 degrees F. 17. Operate in an environment with 95% relative humidity. 18. Operate continuously in blowing rain consisting of four inches per hour rain fall with 40 mph winds. 19. Operate after exposure to blowing sand (150 to 850 micron particle size).� Wind speed shall be 40 mph and the concentration shall be .06 +/- 0.015 g/ft3. 20. Operate after exposure to blowing dust particles (<149 microns). Wind speed shall be 20 mph and concentration shall be 0.3 +/-0.2 g/ft3. 21. Comply with EMI compatibility requirements of MIL-STD-461 Table V, RE101, RE102, RS101, RS103, CS114 and CS116 for Navy Mobile Equipment. 22. External RF EME requirements of MIL-STD-464, Paragraph 5.3, Table 1A. 23. Capable of transport within C-5, C-17, C-130 aircraft.� MIL-HDBK-1791 to be used as guidance in meeting the requirements for Air Transportability Certification.� 24. Capable of being stored at a pressure of 9.7 inches of Hg simulating transportation in an unpressurized cargo compartment at 40,000 ft. altitude. 25. Human factors engineering shall be utilized to the greatest extent possible.
