Description
This is a SOURCES SOUGHT NOTICE, pursuant to FAR Part 10 (Market Research), FAR Part 6.302-1 and HSAM 3006.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). �This is not a pre-solicitation notice or solicitation for proposals/quotations.� For information regarding this acquisition, contact the Contracting official listed herein.� ALL INQUIRES SHALL BE IN WRITING. � REQUIREMENT: The U.S. Coast Guard (USCG), Surface Forces Logistics Center has a requirement for the purchase Original Equipment Manufacturer (OEM) Wartsila Defense, Inc. (Wartsila) propulsion and rudder shaft seal systems and associated components for five years.� This requirement must be completed utilizing only genuine Wartsila parts from the OEM. The parts listed below are used on board the 154� Sentinel class Patrol Boat, Fast Response Cutter (FRC). This Sources Sought notice is being issued to obtain information on what items are available in the market.� The USCG will enter into a contract with only one vendor; therefore, providing information on one item will not be acceptable for consideration for future purchases.� The Government will allow competitive offers to be submitted; however, all offers must be based on providing genuine OEM parts.� Remanufactured or aftermarket parts are not acceptable.� The Government DOES NOT possess the necessary drawings, technical specifications, etc., to supply with this requirement.� This information is proprietary to the OEM.� For these reasons, it is anticipated that only components produced by the OEM, whether new or reconditioned, will be accepted.� All costs including packaging, marking and bar-coding in accordance with Attachment I shall be incorporated in the cost of each part. �Pricing is not requested at this time.� Standard manufacturer warranty is required. The anticipated NAICS Code is 339991, Gasket, Packing and Sealing Device Manufacturing.� The solicitation for this procurement will be posted at SAM.gov. Period of Performance: It is anticipated that one firm, fixed-price, multi-year requirements contract with five (5) ordering periods will be awarded for this requirement. Please submit your information by 4:30 p.m. Eastern Standard Time (EST) on March 27, 2023. �The following information/documentation must be included in your response: A positive statement of your intention to submit a quote for the upcoming solicitation as a prime contractor, to include: Name of Company: Address: Website: System for Award Management (SAM) Unique Entity Identifier Number: POC Name: POC Phone number: POC Email Address: Business size for the applicable NAICS code, and if applicable, your small business status; Subcontracting possibilities for this requirement; Proof you can provide the brand name parts in accordance with the OEM standards, processes, and data rights; and Evidence of experience in supplying the required items to include contract numbers, project titles and dollar amounts, points of contact and telephone numbers. At least two references are requested, but more are desirable. All of the above must be submitted in sufficient detail for a decision to be made for a small business set aside. A decision on whether this will be pursued as a small business set aside or on an unrestricted basis will be posted at www.SAM.gov. Regardless of the information obtained from this Sources Sought Notice, the Government reserves the right to consider any arrangement as deemed appropriate for this requirement. No proprietary, classified, confidential or sensitive information should be included in your response to this Sources Sought Notice. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. Responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation.� Failure to respond or submit sufficiently detailed information may result in a company not being considered a likely offeror when making a decision on whether or how to set-aside a solicitation for restricted competition.� Regardless of the information submitted, the Government reserves the right to consider any arrangement as determined appropriate for this requirement.
