Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Responses to this sources sought notice must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential businesses interested and capable of providing the services described below. After review of the responses to this Sources Sought, a solicitation announcement may be published. Responses to this Sources Sought synopsis are NOT considered adequate responses for a solicitation announcement. The Veteran s Integrated Service Network 22 is seeking a contractor to replace medication carts used by the Nursing service. The requirement is for 75 each Howard Medical HI-Care E Plus Cart or equivalent having the following salient characteristics. LCD monitor mount for 75 or 100mm VESA with motorized height adjustment. Monitor mount must allow for swivel and rotation and be separate from work tray to be able to raise and lower separately for improved ergonomics, accommodating varying heights of clinicians. The monitors adjust in height separately from the keyboard which accommodates clinicians with longer or shorter torsos. Work surface area of at least 17 W x 14 D, with translucent protective cover integral to the desktop to allow for Medication Safety updates and notes to be readily available and visible to decrease medication errors. Electronic steering assist allow set of casters to act as pivot points to make carts more maneuverable with less physical effort. Ergonomic adjustable push handles w/ soft-touch grip on front of which can rotate from horizontal to vertical position for decrease in wrist fatigue. LED Work Surface light with adjustable brightness. White or red hue light located vertically between tray and monitor which makes it visible to all staff and alerts all staff that a medication administration is in process and the clinician should not be disrupted, to reduce potential for medication errors. Tool-less, snap on, battery cover to allow for quick access to battery and internal components to simplify repairs and decrease down time for the cart. Minimum 8ft two-section coiled power cord with hospital-grade AC plug, dual integrated hooks, and replaceable plug section. The replaceable plug will decrease the cost to replace damaged cords. Footrests on front of cart to help reduce fatigue. Anti-microbial agents in touch surfaces to help reduce the spread of certain bacteria. Dedicated cable management area with easy access panels to manage and house excess cables. Integral AC power distribution with at least 4 AC receptacles for powering additional equipment. Integral Battery fuel gauge. Small computer rather than laptop based to increase flexibility and allow for larger screen increasing visibility and reducing eye fatigue. Computer portion shall have at least the following minimum capabilities/specifications: - OptiPlex 7080 Micro XE - 10th Generation Intel Core i7-10700T (8-Core, 16MB Cache, 2.0 to 4.5 GHz, 35W) - 16GB DDR4 non-ECC Memory - M.2 512GB PCIe NVMe Class 40 Self Encrypting Opal 2.0 SSD - Intel Wi-Fi 6 AX201, Dual-band 2x2 802.11ax with MU-MIMO + Bluetooth 5.1 with External Wireless Connectors & Antenna - Windows 10 Pro (Includes Windows 11 Pro License) English - HDMI 2.0B Video Port System shall come with the following accessories - Antenna mounting bracket for DELL Optiplex models external puck aerial antenna extension. Bracket mounts to top two holes of cart LCD VESA, placing antenna behind monitor at top central location for best reception and free from interfering with monitor arm or behind the monitor mounted accessories or devices. - 7 Port USB Hub. Installed in PC compartment and provides number of USB device expansion ports. - Integration Kit, Universal. Includes mounting hardware to allow installation of SFF and AIO PC - Keyboard, Full Size, White, USB, Washable, Anti-Microbial - Keyboard installed on Cart, White, antimicrobial, washable, 104 key, USB connection, 17.5 x 6 x 1 . - Mouse, washable, white - Mouse, Optical, waterproof, antimicrobial, white, 3-button with scroll, USB connected - Monitor with Privacy Filter (Matte), 24"", White - Monitor, full 24 diagonal viewable size, white housing, 1920x1080 resolution, matte surface privacy filter built-in - Quick release adapter for a standard 100mm x 100mm VESA compatible monitor allows quick attachment (or removal) of VESA compatible flat panel monitors to other mounting solutions. - Signature Pad: ePadlink ePad Electronic Signature Capture Pad USB - Barcode Scanner: Code Reader Kit, CR2700 (Bluetooth, Handled, Light Gray, CodeShield), Battery, BT, Inductive Charging Station, 6-ft USB cable, Desktop Base, FIPS - Barcode Scanner Mount Kit for Universal Wireless or Tethered Scanners. Scanner mounting adapters that may be configured to support multiple types and models of handheld barcode scanners. Attaches to VESA pattern behind the monitor and places scanners just behind the monitor, but within the cart footprint for protection. - Card Reader: SCM card reader - Cup Dispensers. Includes 1-each: small, medium, large type I & type II cup dispensers, to accommodate full range of large size cups. Load cups through top hinged lid, dispenses cups from the bottom. Installs on standard 100mm VESA pattern behind the monitor and places cups to the left of the monitor arm. - Rear Base DC Switch Guard Bezel to prevent accidental activation or de-activation or the low mounted rear DC cart power switch, caused by foot kick, or objects such as chair legs or roll-stand base legs coming in contact with the switch. Bezel plate installed over the opening creates a fingertip sized opening to access the rear DC power switch - Rear Handle w/ Basket. 14"" W x 4"" D handle, 13"" W x 7.5"" H x 3"" D basket Must meet UL and CE standards. At least 5 year warranty on mechanical and electrical components, and battery performance. Must have the following software or software with equal capabilities - SOFTWARE: Power Manager - web based tool for remote monitoring and management of cart power systems on your entire fleet of Howard Medical carts. - SOFTWARE: Power Display - web based tool that runs on the local computing device on each cart providing direct access to power supply data as well as communication with Power Manager. - SOFTWARE: Med Manager - web based tool for remote management of cart settings and med drawer access permissions on your entire fleet of Howard Medical carts. The application runs as a web service allowing easy access by an administrator anywhere on your network via a web browser. - SOFTWARE: Med Display - Windows application that runs on the local computing device on each cart providing direct access to local med drawer cabinets, cart settings, audit records, and drawer calibration. If you are interested and are capable of providing the required item(s) please provide the following information. (1) Company Name, Address, Point of Contact, SAM Unique Entity ID, and Cage Code. (4) Does your company have an FSS contract with GSA or the NAC or are you a contract holder with any other federal contract? If so, please provide the contract type and number. (5) If you are an FSS GSA/NAC or other federal contract holder, are the referenced items/solutions available on your schedule/contract? (6) Please provide general pricing for your products/solutions for market research purposes. (7) Please indicate whether your product conforms to the requirements of the Buy American Act (8) Please submit a capability statement that addresses qualifications and verifies ability to provide required services. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought announcement. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Businesses. However, if there are insufficient Service Disabled Veteran Owned Small Business responses, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. Responses to this notice shall be submitted via email to peter.kim33@va.gov . Telephone responses will not be accepted. All interested offerors must respond to the solicitation in addition to responding to this sources sought announcement. Prospective bidders must be authorized re-sellers in order to participate in the solicitation process. Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov.
