Instructions to Interested Parties: This is not a Request for Proposal (RFP) and award of a contract will not be made as a result of this questionnaire. �Naval Surface Warfare Center, Carderock Division (NSWCCD) is requesting assistance from industry to conduct market research in regards to the capabilities of interested large and small business entities and potential for small business participation. �If this requirement is set aside or reserved for small business concerns, any resultant contract will prohibit the prime from paying more than 50 percent of the amount paid by the Government to subcontractors that are not similarly situated.� Please see FAR Clause 52.219-14, Limitations on Subcontracting (FEB 2023)(Deviation 2021-O0008) for prescription and complete clause.� � ���������������������� The purpose of this posting is to provide Draft requirements documents (Attachment 1 Draft Statement of Work (SOW), Attachment 2 Market Research Questionnaire, Attachment 3 Cybersecurity Workforce Matrix, and Attachment 4 Draft Personnel Qualifications) for industry review and completion regarding an anticipated solicitation for Waterfront and maritime operations support services in support of the South Florida Ocean Measurement Facility (SFOMF).� The Draft requirements documents are being posted to solicit comments and questions from potential offerors and/or interested parties.� The enclosed questionnaire (Attachment 2) is intended to assist the Government in obtaining additional information from industry to determine the capabilities of large and small business prime contractors/subcontractors interested in responding to a future RFP to provide the required support. The Government anticipates the award of a contract with cost-plus-fixed-fee (CPFF) and cost only pricing arrangements. The Government also anticipates contract award on the basis of best value to the Government; taking into consideration technical capability, past performance, & cost/price. �The RFP is anticipated to include requirements for a one (1) year base period and four (4) additional, one (1) year option periods. Interested parties/potential offerors are encouraged to respond to this posting with questions and comments as soon as possible.� All correspondence regarding this requirement, including submission of market research questionnaires, shall be provided in writing to Mr. Charles Renno at Charles.renno@navy.mil. And Mr. Carlos Triay carlos.triay@navy.mil ��The Government will review all submissions in determining the application of competitive procedures & utilization of any socioeconomic set-aside, in accordance with Federal Acquisition Regulation (FAR) Part 6 and FAR Part 19.� This notice is for planning purposes only and is not to be construed as a commitment by the Government.� This is not a solicitation announcement.� No reimbursement will be made for any costs associated with providing information in response to this announcement, or any follow-up information requests.� The Government reserves the right to consider a set-aside for small businesses or one of the small business preference groups. (e.g., 8(a), HUBZone, SDVOSB, WOSB etc.).� Submit any questions to the Contract Specialist. NSWCCD will hold an Industry Day for the Waterfront and Maritime Operations Support Services requirement. The Industry Day will be held onsite at the SFOMF facility at Dania Beach on March 28th, 2023 from 10:00 AM � 12:00 PM. The purpose of this Industry Day is to: 1) inform industry of the upcoming Government requirement; 2) solicit industry�s feedback on the Government�s requirement; and 3) to gauge industry�s interest in participation. Industry day participants will have the opportunity to tour the facility, participate in a live Q&A with relevant technical personnel, and provide feedback to requirement documents.� It is recommended that you carefully read the RFI, including all attachments, prior to attending the Industry Day. This information forms the baseline for Industry Day discussion. If you plan to attend, please email Attachment 5 � Industry Day Registration to Mr. Carlos Triay and Mr. Charles Renno no later than 1600 on 24 March, 2023.� While the Government does not anticipate it becoming an issue, space is limited at the facility and interested parties who do not pre-register are not guaranteed space to attend, though late registration and day-off appearances will be accommodated to the maximum extent practical.� Offerors should arrive at the below address by 09:45 AM on the day of and wait to be escorted onto the facility: 91 North Beach Road Dania Beach, FL 33004 Attendees will invited into the SFOMF office at 10:00 AM for a presentation on the requirement, changes in facility needs, and other relevant information.� Following the presentation attendees will be invited to tour the facility at SFOMF to get insight into daily operations under this requirement.� Attendance at Industry Day is NOT a requirement and in no way prohibits any company from submitting a proposal in response to any forthcoming solicitation. The Government intends to post the presentation slides from the meeting as well as all documented questions and answers to SAM.gov.� Submit responses to this RFI to NSWCCD via e-mail to Charles Renno at charles.renno@navy.mil and Carlos Triay at carlos.triay@navy.mil by 31 March 2023. �Offerors are requested to provide questions concerning this RFI and any comments that would help the Government improve the procurement.
