- Description
- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT (as prescribed in FAR 6.302-2(a)(2).� This notice of intent is for informational and planning purposes and does not constitute a solicitation.� The Office of Administration for Strategic Preparedness and Response (ASPR), Office of Resource Management (ORM), intends to award a sole source contract to McKesson Medical-Surgical Government Solutions, 9954 Mayland Drive, Suite 5176, P.O. Box 4066, Henrico, VA 23233 for the acquisition of medical consumables, surgical supplies, and other medical equipment and supply needs to maintain the readiness of the National Disaster Medical System (NDMS) cache and kits.� The statutory authority for this sole source acquisition is 41 U.S.C. 3304(a)(2) as set forth in FAR Part 6.302-2 � the agency�s need for supplies or services is of such an unusual and compelling urgency that the government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for.� The NAICS Code for this procurement is 423450, Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers.� The period of performance is 12 months. ASPR provides emergency medical care to the victims of public health emergencies and catastrophic events that overwhelm the capacity of state and local emergency medical systems to respond to these disasters.� The purpose of this project, during steady state, is to provide ASPR with a wide variety of medical supplies that are purchased then subsequently packaged into pre-configured caches/kits that are maintained by ASPR staff in preparation for a disaster. During a disaster/emergency response, ASPR requires reoccurring resupply of medical and surgical consumables and other equipment and supplies for purposes of maintaining caches/kits. The exact medical consumable supply items, quantities and delivery requirements are unknown mission variables. ASPR must plan and leverage the public medical and surgical supply chains through contractual agreements that provide a procurement and re-supply lifecycle for medical and surgical consumable supplies to support the preparedness, planned events, emergency response operations, and recovery missions to protect Americans and save lives. The ASPR NDMS missions can occur in the Continental United States (CONUS) or Outside the Continental United States (OCONUS) which means delivery locations during an emergency response will be determined at time of need. The Awardee should have the capability to either use an internal delivery system (owned and operated solely by the Awardee) or drop-shipments (utilizing third party subcontractors) based on accessibility to locations. The resulting contract between the Awardee (Prime Contractor) and ASPR allows for one-stop shopping utilizing an online (web based) requisition system with immediate shipping upon purchase. A contract utilizing an automated system should provide the ASPR with real time Awardee consumable status updates (location and availability of items) which will allow for increased efficiency in purchasing medical supplies and simplify the process. The System should allow for United States Government (USG) purchase card holders to purchase orders below the acquisition threshold ($10,000). The Awardee shall provide logistical support in establishing an electronic warehouse management system (WMS) with ASPR to provide real-time purchased product lifecycle data and locations.� The electronic WMS provided by the Awardee shall be usable via web-based access with interlinking on various device platforms and have safeguards and account permissions.� The WMS provided by the Awardee shall provide a link for the designated team to review shortfalls and request resupply through the Awardee supply requisition process. McKesson Medical Surgical Government Solutions is a vendor that carries multiple items stored in the NDMS caches and kits that are readily available on their shelves and can be distributed to anywhere in the United States and its territories.� As a result of this Notice of Intent, no competitive solicitation will be posted on SAM.gov. We will issue only one solicitation to McKesson Medical-Surgical Government Solutions.� However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement.� All capabilities/qualification statements must be received NO LATER THAN March 20, 2023 at 05:00PM EST and sent to Tonya Spratt-Williams via email ONLY at Tonya.Spratt-Williams@hhs.gov with the solicitation number #75A50223D0004 referenced in the subject line.� TELEPHONE CALLS WILL NOT BE ACCEPTED. A determination by the Government�not to�compete this proposed action will be based on responses to this notice and�are solely within the discretion of the Contracting Officer.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.�
