Announcement Type: Special Notice?� Classification Code: 6640� Announcement Number: NB6831302300448?� Subject: Notice of Intent to Noncompetitively Acquire Time-Correlated Single Photon Counter (TCSPC� This notice is not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.?� This acquisition is being conducted under the authority of FAR 13.106-1(b). The North American Industry Classification System (NAICS) code for this acquisition is 334516 Analytical Laboratory Instrument Manufacturing.� The National Institute of Standards and Technology (NIST) requires a contractor to provide a Time-Correlated Single Photon Counter (TCSPC)�� The NIST Nanoscale Device Characterization Division (NDCD) is implementing the capability for advancing the photonic quantum state engineering by measuring quantum states of single photons in imaging mode. For efficient performance of the photonic quantum state metrology experiments, it is necessary to verify the generation of single photon pairs, generation of polarization-entangled photon pairs, trigger between single photon events and photonic imaging camera, and measure coincident events with high signal to noise ratio. For this purpose, a Time Correlated Single Photon Counter with high measurement speed is required to be installed to measure ensembles of single photon pair with fast, accurate, and reliable multichannel photon counting. Time-Correlated Single Photon Counter is used with single photon detectors for the measurement of photonic quantum states.� Minimum technical specifications for Time-Correlated Single Photon Counter (TCSPC) must meet the following specifications:� The TCSPC shall be a stand-alone type, not as any card type for inserting in slots of computers.� The TCSPC shall have 1 common sync channel and at least 4 independent channels for receiving singe photon signals.� The TCSPC shall have functions for histogram and time-tagged time-resolving (TTTR).� Each channel of the TCSPC shall have following specifications:� Minimum time bin width : ? 10 ps (picosecond)� Timing precision : ? 50 ps� Input voltage range : minimum ? -2.2 V and maximum ? 2.2 V� Minimum input pulse width : ? 2 ns (nanosecond)� Dead time : minimum ? 1 ns and maximum ? 100 ns.� Maximum count rate : ? 45 M cps (count per second)� Count depth : ? 32 bit� 5.The common sync channel of the TCSPC shall have a sync rate of 100 MHz or more.� 6. The TCSPC shall have functions to adjust the dead time up to 100 ns or longer, the trigger level for each channel, and the time offset within �50 ns or longer, the acquisition time up to at least 50 hours. Adjusting resolution shall be 10 ps or shorter for all those functions.� 7.� Histogram function of the TCSPC shall have a maximum of time bins of 60k or more and a maximum time range of 2 seconds or longer.� 8.� Time-tagged time-resolving (TTTR) function of the TCSPC shall have a recording buffer depth of 100 M events or more and a count rate of 50 M cps or higher.� 9.� The TCSPC shall have a data interface with USB 3 or higher version.� 10.� The TCSPC shall have event-filtering processors on board to efficiently manage the processing data sizes before data transferring through interface.� 11.� The TCSPC shall include a GUI software compatible to MS Windows of version 10 or higher to control and monitor single photon signals.� 12.� The TCSPC shall provide library set for development of customized programs with major programming languages such as C++, LabVIEW, Matlab, and Python on both Windows and Linux.� 13.� The TCSPC shall include a set of interface wires for the computer connection and a module for providing electric power.� NIST conducted market research from September 23,2022 to January 30, 2023 by professional� journals, contacts and internet searches on gsaadvantage.gov, nib.gov, unicor.gov, google, thomasnet.com and sam.gov using search terms such as TCSPC, time-correlated single photon counter, time-correlated, time correlation, time tagging, time-tagged, single photon histogram, coincidence histogram, time controller, digital TCSPC; to determine what sources could meet NIST�s minimum requirements.� The results of that market research revealed that only PicoQuant located in Berlin, Germany and UEI number V23CHJYP3J55 appears to be capable of meeting NIST�s requirements.??� However, any sources that believe they are capable of meeting NIST�s minimum requirements are encouraged to respond to this notice by the response date to provide the following information at a minimum: Company Unique Entity Identifier number in https://sam.gov; details about what your company is capable of providing that meets or exceeds NIST�s minimum requirements; whether your company is an authorized reseller of the product or service being cited and evidence of such authorization; and any other information that can help NIST determine whether this requirement may be competitively satisfied.?� Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Elizabeth.timberlake@nist.gov and tracy.bisson@nist.gov. All responses to this notice of intent must be submitted via email to Elizabeth.timberlake@nist.gov so that they are received no later than March 29, 2022 at 12:00 PM Eastern Time. No telephone requests will be honored.� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.?�
