- GENERAL INFORMATION In accordance with the Federal Acquisition Regulation (FAR) 5.207, Naval Facilities Engineering Systems Command Far East (NAVFAC FE) FEAD Camp Butler intends to solicit proposals for Custodial Service Contract Marine Corps Base Camp Butler, U.S. Naval Hospital (USNH) and Naval Medical and Dental Clinics, Okinawa, Japan. The scope of work includes, but is not limited to, provision of all labor, management, supervision, tools, material, equipment, transportation and other items required to perform Custodial Service Contract Marine Corps Base Camp Butler, U.S. Naval Hospital (USNH) and Naval Medical and Dental Clinics, Okinawa, Japan. The resultant contract shall be a single-award Indefinite Delivery / Indefinite Quantity (IDIQ) performance-based service contract comprised of Recurring and Non-Recurring work requirements for one (1) month phase-in period, eleven (11) months base period and four (4) one-year option periods. Option periods are for the continuation of services as stated above and are not guaranteed. Exercise of options are subject to determination that it is in the best interest of the Government. CONTRACTOR REQUIREMENTS Certification by the Association for the Health Care Environmental (AHE) as a Certified Healthcare Environmental Services Professional (CHESP) OR BYOINNAI-SEISO-JUTAKU-SEKININSHA is required to perform custodial services in a medical environment. Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Offerors will be required to provide verification on required license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer.� Contractors must have a Japanese bank account in order to be able to receive payment via DFAS Japan. STATUS OF FORCES AGREEMENT The U.S. Government will not offer �United States Official Contractor� status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as �Members of the Civilian Component� under Article I (b) of the SOFA. CAUTION: All offerors are required to be registered in SAM at the time their bid is submitted. Offerors with no active SAM registration upon receipt of their offer/quotation/bid shall be considered ineligible for award. Interested parties can view and/or download the solicitation when it becomes available. NO HARD COPIES WILL BE PROVIDED.� Notification of any amendments to the solicitation will only be made on the SAM website for any posted changes.� IT IS THE SOLE RESPONSIBILITY OF THE INTERESTED PARTY TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION.
